Metropolis of Superheroes




Story:

Welcome to Paragon City, youngster. I bet you've heard the tales of this place, right? The place where heroes and villains duke it out on a daily basis, the place where mad scientists unleash armies of their bizarre creations and supernatural cultists perform vile rituals to appease their otherworldly masters... And the only ones who can stand in their way and stop them? Why, that's you, kiddo. That's right, you work for the Protective Response and Operations Committee, or P.R.O.C, from here on out. Now don't you worry, you'll get to see and tour our facilities soon enough.

For now though, let's head on inside and meet some other of the fresh faces who you'll probably end up working with at least once or twice. Don't worry, you've all passed the initial written exam, as well as the psyche-screening and aptitude tests, so you're all qualified to be here. Hah, brings me back to the old days when a not-so-confident young hero like you first arrived on our door. Who woulda thunk that kid would go on to become one of Paragon City's biggest names, huh? You keep that in mind, youngster. No matter what anyone tells you, you're the one who shape your future. Just a bit friendly advise from an old man, haha.

Oh, we're here. You excited? You're gonna meet some of your peers, as well as the representatives of ELITE, GIFT, DATA, MAGI and SERAPH. Once all the formalities are squared away, and you've signed on with your appropriate outfit, you'll be all set. A fully licensed, registered and honest-to-goodness Paragon City superhero. Nifty, eh? Good luck out there, kid. Who knows? You might just be the next big name for the Wall of Fame.


Paragon City, a large metropolis located somewhere in North America of Alternate Earth, in the parallel dimension. Here, individuals with remarkable skills, powers or traits spend their day fighting and opposing the forces of criminals, lunatics, natural disasters, supernatural phenomenon and more. Some were born with great powers, others awakened to them, still some gained them by acccident while others are just your average joe who trained and worked really hard to push themselves to their absolute peak. Whatever their background or situation, they're the Heroes who work tirelessly each and every day, to keep this vast city safe - both for themselves and their own loved ones, as well as the many innocent and hard-working citizens who call this place home.

Over the last few decades though, the city has seen a rise in crime, incidents, disasters and mysterious events. To combat this growing problem, several different specialized task forces were formed, each charged with dealing and resolving their respective situations and maladies. However, the groups couldn't curb the tides on their own - and so, an organizational and administrative over-agency was formed; PROC - Or, the Protective Response and Operations Committee. A Paragon City administration department tasked with directing and managing the forces of ELITE, GIFT, MAGI, DATA and SERAPH. Under their guidance, the five factions have managed to keep Paragon City from suffering complete and total catastrophe, time and time again.

And now, it's your turn.

No matter your background or origin, be you a native or someone who moved here, you're now a resident of Paragon City. At the age of at least 16, you also decided to take the "Sanctioned Hero Exam". Your reasons for this are your own, but needless to say, you successfully passed. Now, you're about to step into the world of Heroes and Villains, face dangers and disasters, protect the innocent and stop the wicked. It's time for you to become a Superhero.

Setting:

As you can possibly tell, if you're familiar with it, this RP is heavily based on that good old MMORPG, City of Heroes™. It takes place on an alternate Earth in another reality, in a solightly futuristic post-modern time. As you can tell by the intro above, you'll be playing the role of freshly recruited, young and bright-eyed heroes who've just joined up with the Paragon CIty superhero organization. From there, you'll get to go on action-packed adventures, fighting crime, stopping natural disasters, investigating strange occurrences, saving helpless civilians and all that other goody-goody stuff.

Of course, heroes can't be on the clock 25/7, unless they're Batman. So, you'll have time off to live your regular life and do your daily routines as well. But whenever that little communicator that you received starts a-buzzin', it's time to excuse yourself from class, take an early lunch-break at work or get outta your mom's basement and report to Headquarters - 'cuz something's a-foot! Unnamed Hero Group A, assemble~!

So, if you're up to fighting legions of robotic soldiers, cracking down on street gangs, stopping a radioactive godzilla-knock off lumbering towards town, thwarting the plans of extra-dimensional demons and just saving a little girl from the balcony of a burning building... Look no further! We've got you covered, fam.

We're aiming for a light-hearted, action-comedy anime/cartoon feel and setting here. Quippy and cheeky banter, some over-the-top villains and crimes/plans, legions of goons and mooks that somehow never all get put into prison... Just keep this in mind. Drama and serious moments will happen and arrive, rest assured - they're just not the main theme for the overall story.

I'm done with the character sheets. Both of them. Both the raw code one and the one with the overly wordy and elaborate explanations and examples.

Next up... Uh... Oh, dear lord in sanzibar... I still gotta add the locations and districts of the city...

Hmm... So, we got one person who is genuinely interested, two tentatively interested and a Zeroth with a bazillion questions.

Oooh, okay, you're treating the "Powers" as just like, "things we can do," and whether or not someone uses Fireball via Magic, Psychic, Mutation, or Techno methods just depends on how they fluff their character. Correct?

If that's the case, though, will there be specific "weaknesses" at play, interacting in different ways depending on the Character's "categories"? Will the various Origins/Archetypes also come with drawbacks in the form of some variation of Kryptonite or other limits?

But yes, that's the general idea. You all have unique powers and ways of using them, but that doesn't exclude others from using "similar" powers, just in another way or through a different means of activation.

Funny you should mention that, as I just added the "Weakness:" section to the charcter sheet. At the moment, the weakness-field isn't tied to your Origin or Archetypes specifically, and at the moment, you're free to select whatever weakness you want - provided it's an actual tangible weakness that can be both found out and exploited in some meaningful way.

I would, of course, highly encourage people to pick one or more weaknesses that thematically suits and makes sense for their character, based both on their superpowers and origin. But I'm not gonna hard-shovel it down your throat. At least not yet.

Are there going to be actual mechanics to fighting and other hero activities, or are our "builds" more like guidelines while keeping things freeform?

The only mechanics that will exist will be for combat situations. And even then, I wouldn't really call it "mechanics". While things like auto-hiting and insta-gibbing is certainly not okay, what you guys will do for the most part is:

1. Describe where your character moves and what they see.
2. Write what action(s) they take and what their hoped-for/desired result would be/do.
3. Wait for my GM response with the actual results of whatever you did.

There's no dice, no rock-paper-scissors, no drawing or flipping cards.

Your skills and abilities are described wtih details on what they specifically do, and then you, as the player, use those abilities as they're described.

Example: You have an ability to let's you conjure and shoot a bolt of fire in a straight line, wherever you can see.

That's the only "mechanic" for how your abilities work. There's no limit on how many times you can do it, or in how long of a "cooldown" you need to take into account. Just as long as you're reasonably reasonable and don't go full Gary-Stu/Mary-Sue and just start trouncing everything and everyone around and never ever missing, breaking a sweat or getting tired or feeling any sort of pain or injury, you should be good.

to answer your quesiton though:

Origins:
You cannot change your origin after character creation. Which, obviously, means taht if you're a "Natural" hero, who isn't superpowered, you won't likely be able to "develop" superpowers later on. Because, you know, that would just make the whole "Natural" origin completely pointless.

Superpowers aren't necessarily tied to your Origins though. Like, everyone could potentially be able to fly - they just use differnet means or differents ways of achieving it. Likewise, anyone could gain the ability to use fire. It's just that one of you shoots it outta their hand with a mere thought, while the other one unleashes it froma back-mounted reverse-vaccum flamethrower machine.

Archetypes:
You know, I actually have a whole hider explaining all of this in my as-of-not-yet-ready OOC. But basically, archetypes serve as a "guideline" for what your character is and is trying/aiming to be. Obviously, this isn't an MMO where game-mechanics are in place to "balance" things out, so you don't need to see them as solid stone, set and done hard-locked templates or classes. You can deviate from them and do things to customize and personalize your playstyle. But if you're trying to aim for a Jack-of-ALl-Trades, I wouldn't recommend that. Certain Archetypes are just better at certain things when compared to the others.

As for how much "grinding" you'll need to do to get a finished build. That depends on what you consider a "finished build". But, since I know a bit of how you think, let me put it this way:

You start the RP at level 1, with two abilities. Which can either both be actives, passives or one of each. On every EVEN level, you gain a new skill. On every ODD level, you get to upgrade one of your existing skills.

How fast you gain XP and levels I hear your next question is. Well. That depends on your own level and what you're doing. Early on, you'll probably gain levels rather quickly from doing evne the most basic stuff. Later on, trying to grind on stopping purse-snatchers and graffitti-artists probably won't see you ding anytime soon.
