Lol, her rebelliousness still hasn't been that obvious as of yet. People show disdain for their leaders all the time, doesn't mean they don't still follow orders.

Oh yeah, another thing to keep in mind is the fact that Iyana has only been seen as "rebellious," by the Empress' subordinates once, and that was when they were taking over his village(Kuimogakure). So even if she were Jounin it'd make perfect sense considering the fact that she keeps most of her rebellious nature beneath the surface and/or out of sight of the empress and her closest lackies.
I've no idea whatcha mean by that (but I dare you to try with a character of equal rank).

The funny thing is she's a chuunin, which she earned via her being clever and also being four years (or so) the senior to the rest of the contestants in the chuunin exam. She did that by choice, as she was waiting for people she deemed challenging enough. If she were jounin you would need to be far more impressed/terrified xD
