Depends on whether or not the prosecution thinks they can get the emotional capital scrounged up to make the case. For it to be a hate crime they'd have to find something in the attack that they can play with. I think the prosecution would at least try, since if they could pull off that argument they would get a stronger conviction and a better chance of making a deal in their favor. But whether or not it would succeed is questionable, because yeh, interracial crimes between Chinese and Indians don't have the same sort of emotional appeal in the states that white and black, or straight and gay gets you.

Here's a question, for those who understand American law: If a Chinese man attacks an Indian man, will they call it a hate-crime? Or will they both be written off as "Asian"? Or will the Chinese man get off easy because he's a minority?

All depends on what evidence they have on hand, is there enough to show that the victim's identity as an Indian was part of the reason the Chinese man committed assault? Crimes motivated by ethnicity and national origin are considered hate crimes. Even though most hate crime victims are minorities, it is not a requirement to be charged as a hate crime, federal courts have found white people to be victims of racially motivated hate crimes in several cases.
