The main reason is that it would be OP and slightly unfair if someone started out as a fully-evolved pokemon...
and if everyone did, the RP would get stale fast, as nobody would really get much stronger than when they started.

AIGHT, SO. Homework, projects, prom, birthday. What does this have to concern you? Time it takes till I join. Why do I care? Cuz you love me so.

So, HW should come to a halt pretty soon, meaning more free time. Projects? I gotta write and record and edit and do a lot with that, so that's over on Monday. Tuesday's my birthday, SO, Imma join then and all, make it all cool and junk.

There's no evolutions until later on in the RP.
