I think he means could we expect the same kind of technology for our race as we would for the human race in 2900 in real life (though we can't really do that) without spacefaring technology of course.

Don't. You're on an intergalactic face with your back to the wall, in a sense. To one entire side of you there is literally uninhabited space at such a distance it is considered unnavigable even with FTL speed drives.

Coalitions. Pesky (or possibly useful) coalitions. Should the friendly neko geishas become war-like or get close to an economic victory, we can band together. (That's usually what happens in Civ when someone is close to winning)

No worries, I usually don't diplomasize much and do my own thing. Don't threaten a victory and maintain relations and you'll get along with the Fioliuns.
