@LuckyBlackCat Well for the most part, you could definitely buy them at one of the department stores. On the flip side, it would stand to Pokemon logic that a few of them might be hidden throughout the region.

That reminds me, @dabombjk and I were talking about screwing with RPGmaker and adapting some stuff from this RP into a game. I actually still have all the Pokemon resources from a project a long while back, so while it wouldn't exactly be a fast process we could probably start cobbling something together once we get far enough into the RP.

@LuckyBlackCat I'll go on and say for the sake of the RP all TMs can be bought, but like in the later games I'll also say they're re-usable so a few of our characters may need to share the ones we find out in the wild(begrudgingly I'm sure).

@LuckyBlackCat Heck, a few of them might charge the others to scam a bit of cash off of them. What'd be even funnier would be Alexis or Sophia having to ask to share a TM.
