i dont mean to nitpick, but the economic stuff can be a minor subplot that is referred to every once in awhile. lets make sure we focus more on the "attempting to take down the overlord" bit. sure, the dragon is a banker (or whatever, i dont remember honestly), but its still a dragon and will be used in the traditional way dragons are used in stories: mounts and crazy killing machines. He can still sit on his mountain of gold, but when the overlord calls, he answers.

Oh no! I'm not saying he's not subject. The Overlord is the VIP investor and shareholder. No, I'm definitely the "Dragon" trope for the BBEG 100%.

...but you gotta admit, this concept is stupidly wonderful. A "dragon" who is quite literally a colossal dragon, whose main threat isn't his colossal size and power, but rather, the bearucratic bullshit he can spin to time up the heroes.

I'd offer to put the BBEG on speed dial, but ultimately that goes against the Overlords rules. If the heroes ever got ahold of the line and faked a Scottish accent, and we didn't have triple confirmation in place, why, they could just drain all the accounts!

Redundancy covers loopholes.

Also, you need a concealed carry permit and background check to carry those swords, heroes.
