I'd see the laws as being in the primary processor, also I see the laws as a sort of filter through which androids must filter all their actions to see if they in any way violate the laws.

I can see if you wanted to subvert the filter then it would require a master level hacker or a high-stress event that overwhelms it

Rumiko is correct, and in the past the Androids were meant to shut down upon damage to the prohibition chip. Unfortunately due to the advanced programming of the new models this does not take place their software was meant to keep running even if damaged severely to relieve losses, but this also managed to circumvent the prohibition chip due to the software's constant learning programs.

After all there are the Retrieval agents as a class which means this happens often enough that they had to be created

There have been quite a few in the past also lots of thefts or folks who altered their program to be combative and used for terror tactics. That's why there are retrieval agents. Something like our models are going through is completely new.
