This is a gamey way of setting the game up I admit, but somewhat necessary. We can't have people collecting as many positive cards as possible in order to make sure they are the kid on the playground claiming to be undefeatable because they have all the powers. If you want to be a superpower, RP yourself into that role in a rational and interesting way.

Government type: Oligarchic Republic
Only the richest are allowed to vote people into the senate. The senate vote in a consul, along with the people's approval.
Ruler: Consul Nimbus
Someone considered to be the people's friend, he is a leader of diplomatic means, leading the people to increasing the trade. Being a diplomatic officer instead of a war leader(as the consuls usually are), Nimbus understands the traditions of foreigners, and many a tribesman knows his escapades. However being a great leader, he is a terrible husband, known for having many bastards. His family is a huge family of merchants, known for being in the pockets of many senators. He is reaching 50 and is expected to be succeeded by his only official son, Garius.
Location: The big island southeast to Ordov
Capital City: Saviana
Saviana is the city of docks and markets, as merchants call it in bars and boats. The system of markets, merchants of all species, and the boats from all cultures makes Saviana a very pretty place. The senate house, which includes the consul's palace, is a tribute to the wonderfulness of all Savian architects. Large arches, domes, and spires touch the skies. Around the senate house, the mansions of senators and merchants crowd around, creating alleyways that a cat can't fit through. As it advances outwards, poorer and poorer houses become more spread out. The capital itself is located in the middle of all the islands, a rocky cliffside island, except for the sandy beaches of the south.
Language: Valetian (a romanticized version of Valitii)
Species: Savians (an elven subspecies)
Army: 4 percent(6000), call call levies on the island and raise it up to 6 percent in desperate measures.
History:
Savianans were ancestors of the Valitii, but became a more nomadic sea peoples when the idea of wood-burnt canoes was created. When they got to the end of the island chain, they settled, invading and mixing the natives there. Due to the mixing of cultures, their culture developed into something more complex, and their skin became darker for the climate of southern islands. City-states were created, which over the centuries were taken by Saviana. Originally a tribe, a particularly smart chieftain made a republic. Saviana spread accross multiple islands and took in the culture of natives taken. Infrastructure was built, and Saviana became a trade city known by all seafarers. Their wealth is increasing and doesn't look like it'll stop.

Religion : A religion very similar to the other elves to the north, with the ice being accursed, evil gods while fire is sacred. However, they also have multiple gods related to currency and goods. They sacrifice multiple objects to the priests of temples, who use the objects to commune with the nameless gods of whatever subjects the object is related to.
Population: 150,000

Physical Features: dark skin, pointy ears, blue eyes and often brown to blonde hair, thin lips.

There's a lot of islands and I doubt whoever you have some reserved for is taking all of them. If he is, that's kinda shit.
