Would you guys like the idea of choosing options for a crisis or it being open to interpretation?

Like the grain shortage in Kafu for the Survaek Empire. Would you guys have liked it if it would have been two or three choices to pick from, offering prestige or GNP boosts, etc?

NOTE: This has happened a few times, so let me set the record straight. You can only modernize a ship if you have existing technology to that level.

If you have a Pre-Dreadnought ([GUN: 1895 | ARM: 1895 | ENG: 1895 | RELIABILITY: 1895])

You can't modernize it.

Now, if you have a Pre-Dreadnought ([GUN: 1895 | ARM: 1895 | ENG: 1895 | RELIABILITY: 1899])

You can modernize the Reliability up to that level, but that's it.
