Welcome to the kooky world of terrorism....
Alternatively, though it's a little late, one could have the city being invaded by domestic terrorists, anti CTos forces. They could either be primary antagonists or yet a third party.

The interesting thing is that they probably have similar goals to our Vigilante group, bringing down the CT grid, but are much less concerned about loss of life. It could start out with a "frenemy" angle and then explode into full mad on hate.

Use it... or not :)
Or... Island-1 from a Macross Colonization fleet. Five million citizens, manufacturing capabilities, fish and fauna, and most importantly... J-Pop singers!
The elf girl slowly rose up from where she was administering to one of the sleeping members of the private military contractors. The light, diminutive figure slipped across the decades smoothed wooden slats of the tower and picked up a lantern from one of the shelves. There was a chance that it would be dark by the time they returned. It all depended on how long the warriors chose to investigate the site of their crashed bird.

"Well," Assallya said as she rose up, her black painted lips twisting into a smile "Now this would be the time to gather up your crossbows. Who knows what form of monsters might have been drawn to the wreck. There could be a Hydra even now warming itself against the metal."
Hate to break it to you but that's what cities are for... manufacturing. Always have been and always will. I mean, what's the point in having sciences labs if you can't build new things to put into the science labs? They need one another. Science advances technology, then technology enables those discoveries to build new devices and further science. After all, Janus designed and built a bunch of devices in his secret lab... a feat only possible if he had access to some sort of manufacturing processes. It wasn't like he could have smuggled such things through the Stargate after all. Otherwise, what's the point in a secret lab?

As for making ZPM's it world require a significant energy source. It's hard to say how much since the ZPM's get less powerful with every appearance but no matter what it'd be fairly impressive. I could easily see the settlement at Taranis using geothermal energy to slowly craft a ZPM over many years. Other than that, a fusion reactor hanging over a gas giant might work, or a solar collection ring in close proximity to a star.

As for armouries, why wouldn't the Ancients have access to small arms? It's only prudent. They had no security forces? Their puddle jumpers were armed, why not their people? I don't buy it.
The Pegasus Project, season 10.

Besides, I was thinking more of a rear base. The Tor-Selim making me think of a forward operating base, one that is just outside the combat zone and that you can retreat towards if things go sideways.

Mind you, I also think that the Tau'ri never uncovered half of Atlantis' abilities. I can't imagine designing a city that large that didn't have a means of manufacturing. Plus, how is it that they never found any of the armouries? I figure there was a means of manufacturing, hidden armouries and a few other things that needed more than simply the ATA gene to access.
It was more that I needed to have an expositionary vessel to explain to the newly arrived vessels what was going on in the galaxy. Otherwise you'd end up wandering for who knows how long visiting empty planets and wondering where everyone was. If I'd known a Star Trek vessel was inbound I'd have elected to go with the USAF Daedalus complete with SG-1 aboard :)

Heck, I might even have asked Raidne if I could have Atlantis! *mwah hah hah hah hah* The thing would have been more of a mobile base for the others ships of the fleet to operate from.

Additionally, I do agree with you on the possibility of multiple star trek vessels. There's nothing wrong with two or more of those. There's also the aspect that the Star Trek ships might not even be from the same universe as demonstrated by our recently deceased Admiral.
Ah! Bloody "ell! I could have given my ship to "Click This" and just fed her the expositionary information. :) Ah well.

Uh oh.... I do think our GM has abandoned us. Half a dozen posts in the last few days and not a one here.
