It's an open market. The IA is stretched thin by "Tier 4" leadership and such, but most average people don't actually have the ability to travel between dimensions. There's always openings for cross-dimensional couriership and stuff.

Worst thing you have to worry about on a day to day is someone having an ability that gives them a competitive edge in jobs over you. Speedsters tend to make good delivery guys, for example.

Not like everyone has them, but they aren't common, exactly. Use isn't disallowed, but it's not like you can commit what would be a crime for a normal person with them.
