Not inherently so, but I would much rather not create an adversary. In the case that this region truly does contain a stockpile of weapons and artifacts, I have no doubt those very units could be wielded against us.
Not immediately hostile, by what you said. But I'm hoping that they are dangerous so this guy doesn't have the chance to come back with forcefully taking the place so easily.
