Commander Rick Flag

| Origin & Backstory |

Rick Flag III comes from a military dynasty. His lineage has been traced back far enough to prove that a Flag has served in every major American conflict. His grandfather was a war hero for the allies during the Second World War, while his father served with distinction in Vietnam. Flag enlisted in the Navy after graduating high school in 1995. Flag's aptitude for marksmanship and demolitions granted him a shot to become a SEAL. He passed a grueling SEAL regiment with flying colors and became member of the Navy SEALs. Shortly after 9/11 Flag was given a commission to First Lieutenant and appointed a squad leader for the United States Naval Special Warfare Development Group better known as SEAL Team Six.

Flag and his men carried out missions in Afghanistan, Iraq, and all over the world. He may or may not have been involved in a raid into Pakistan in May of 2011, but the matter is classified. It was during a black op in December of 2013 that it all changed for Flag. Inside the Syrian border, Flag and his squad's helicopter was shot down. Flag was one of three men who survived the crash. Badly wounded by the crash, Flag and the two soldiers managed to fight their way out of Syria and into Israel. Flag nearly died of his wounds, while the two soldiers with him were mortally wounded by gunfire. While Flag recovered, the two men died of their wounds. He was given a promotion to Commander and was discharged from the Navy for his services.

While Flag was recovering from his wounds in Germany a woman visited him. She gave her name as Amanda Waller, a veteran of the intelligence community who was putting together a special team of special operators. The plan was to use the new and growing metahuman crime problem to the government's advantage. A penal unit made up of criminals pressed into black ops for pardons with Flag in command. An expendable unit headed by an expendable soldier. Flag accepted right away.

Al-Jihad

Al-Jihad is a terrorist organization that works across the globe to wage covert war against its enemies, whomever they may be. Though they use many cut-outs and go-betweens, Al-Jihad at its core only has four members.

Rustam: A shadowy figure from Abu Dabi with political and financial connections across the world.
The Burnt Man/Staff Sergeant Peter Blaine: A former member of Flag's SEAL team left for dead in Syria. Kidnapped and indoctrinated by Al-Jihad.
Ravan: A descendant of the ancient Thugee cult and a master of hand to hand combat.
Colonel Mushtaq: Former Saudi intelligence service member turned terrorist.

Siberia
1,600 Kilometers East of Chita
36 Hours to Rendezvous

The high-jacked train the Squad commandeered rolled across the Siberian landscape. To the south was the Ural Mountains and China. The Chinese province of Da Hinggan Ling was a little more than a hundred kilometers away.

Inside the lone passenger car attached to the engine, the members of Task Force X busied themselves with activities to pass the time. Waller and Sarge Steel were going over the finer details of the assault plan in the front of the car. Rick Flag sat a few rows behind them. He was disassembling and cleaning his .45. A napping Bronze Tiger was two seats to his right. Nightshade sat across the aisle on Flag's left, her nose buried in a book. Three rows behind her Count Vertigo read a magazine on rare and expensive wines. Calculator sat directly behind him. His laptop was out and he kept checking the train's speed and direction to makes sure everything was fine. In the back of the car, Deadshot sat with Blockbuster. They were playing poker on the folding table set up near the back entrance.

"Give me three," Desmond grunted. He placed three cards on the table. Lawton drew three cards and slid them at Blockbuster.

"Dealer takes two," Lawton said, placing two cards down and picking two new ones up.

"So this mission seems pretty fucked, right?" Desmond reached for two chips and tossed them into the center of the table. "Bet."

"They're all fucked up. But that's something you'll never have to deal with."

Lawton reached for four chips and placed them into the pot. "Call and raise."

"Yeah, you're right. I've got my parole after this. I'm as free as a bird." Blockbuster placed three chips into the pot. "Call and raise."

"You won't live to see that parole," Lawton said. He added two more chips to the pot. "It's just a fact. Raise."

"Look at me, Lawton. I popped motherfucker's heads off with ease back home."

"This ain't back home. It don't matter how big your dick is, boy. What matters is survival and the luck of the draw. You don't have that, I can tell. Bolt and Brick didn't have that and they got killed. Same thing with Psi and Mindboggler. It ain't about fate or serving a higher purpose. It's about pure animal instincts and luck. You got a shit ton of one, and none of the other."

"I'll show you luck, asshole," Desmond spat. He threw a chip into the pot. "Call and show 'em."

Blockbuster flipped his cards over. He had one seven of hearts along with a pair of aces and a pair of eights.

"Two pair, dickwad."

"The dead man's hand. How apropos."

Lawton laid out his cards in order. He had the two of spades, the three of spades, the four of spades, the five of spades, and the six of spades.

"Straight flush."

Lawton reached over and scooped the chips into his hand.

"This is why I'll never die on a mission. No matter how hard I try."

While Blockbuster and Deadshot played cards, Flag finished reassembling his pistol. He slid in the clip, flicked on the safety, and placed it back into its shoulder holster.

"Flag," Waller called. "Come here for a sec."

Flag stood up and walked to the front where Waller and Steel were waiting. She handed Flag a metallic wristband. There were glowing buttons on the band with the codenames of all the criminal team members stamped under the buttons. Above the red buttons were black ones with the names of the rest of the Squad stamped under them.

"Here's your leash for the mission. Anyone acts up or goes rogue, don't hesitate to blow their heads off."

"And what about these black buttons? They weren't here the last time I used it."

"Oh, those..." Waller exchanged looks with Steel before she looked over her shoulder to make sure nobody else was within earshot. "Look, Flag, I meant what I said about not getting captured. We're in the middle of Russia illegally. Anyone of us gets caught it'll set off a goddamn international incident. If one of us does, even the non-criminals, we have to be prepared..."

"Wait...are you saying what I think you're saying?" Flag looked down at the wristband. "Which one is mine? Want to see my head go pop, Waller?"

"Keep your voice down," Waller said in a stern tone. "Sarge and I got them in our blood too. Flag, this isn't us going up against some third world terrorists. Look outside that window, son. This is goddamn Russia we've invaded. If they capture us and find out who we are, there's no telling what kind of shit this could start. I'd rather die than be taken alive. After what happened in Africa, I'd think you'd feel the same."

Flag narrowed his eyes at Waller. "You should have at least asked our permission."

"Why? So you could bellyache and whine?" Waller let a thin smirk escape from her lips. "Well, considering you're doing it now, maybe I should have told you up front. Listen, Flag, if this goes right we won't even need to use the nanites on any of us. Once the mission is over, I give all of us the stuff to wash them out. No harm, no foul."

Flag took the wristband from Waller and attached it to his right wrist.

"I'm tempted to push the button marked 'The Wall.'"

"Ha. Sorry, doesn't work like that. All the non-criminal buttons are dormant until they're activated with my code."

"Right," Flag said in a sarcastic tone. "Good to see I have your complete trust and faith."

"I trust you, Flag, only about as far as I can throw you, but I trust you."

Flag rolled his eyes and walked back to his seat, the metallic wristband now strapped to his arm.

Oliver Queen/The Green Arrow

Playboy Oliver Queen lived a vapid life of pleasure-seeking, never having any aspirations besides the next thrill. The day it all changed was the day he arrived on the island. After being marooned on a remote isle in the South Pacific, Ollie was forced to survive by his wits alone. He soon discovered the island was a hub for heroin production, the native populace being used as slaves. Calling on his past archery skill, Ollie crafted a homemade bow and arrows and drove the criminals from the island, being rescued in the process. Finally motivated, Ollie took up the mantle of the masked archer and became the Green Arrow, protector of Star City.

Today, Oliver works for Star City in two realms. The first is as Green Arrow, the second is as that of City Councilman and philanthropist. Having sold his controlling stake in Queen Industries years ago, Oliver and his son Connor Hawke operate the Papp Street Mission, a non-profit shelter for the homeless of Star City. Ollie successfully ran for city council and now sits on the eight-man governing body for the city.

The thick, wooden doors leading into the city council chamber burst open and out rushed Oliver Queen. He wore a black suit three-piece suit with a white shirt and an emerald tie, his usual council meeting attire. Ollie kept his hands in his pocket as he stalked through the halls back towards his office.

"Councilman Queen!"

A small gaggle of reporters chased after him down the corridor. He stopped and turned around. There were a few newspaper men, the lady from Channel 6 with a camera hoisted on her shoulder, and a radio reporter with a handheld voice recorder. Ollie brushed his lapels and took a deep breath as they swooped in on him.

One of the newspaper men spoke first. "We saw you leaving the chamber in a huff. You don't agree with the majority decision."

"Considering I voted against it, Mike, that'd be a no." He winked at the reporter before flashing a grin. "Regular Bob Woodward you are."

A titter went through the group. Now that he had made them laugh, Ollie went on the offensive.

"This franchise tax was one of my key promises when I ran for office, guys. Of course I'm going to be a little sore when I get voted down by short-sighted people who are just worried about reelection. This tax was a step towards the big companies that are slowly working their hooks into Star City"

"Critics of the tax argue that it's a pay to play scenario designed to drown out smaller competitors," the TV lady said.

Ollie thrust a finger forward. "No, it's a tax on the companies who are already making a hefty profit on our city. They big companies have done a fine job drowning out the smaller competitors on their own. They don't need our help."

The radio reporter said, "What do you say to Councilman Conklin's arguments that those companies are responsible for the stability in Star City?"

"They were an asset in a time of peril," said Ollie. "But the time of crisis has passed. We must let regulation and government lead the way. Conklin might be against that seeing as how he was selected as El Dorado Power & Water's Man of the Year this year. The franchise tax would help shift the balance of power back to the government, as will keeping the SCPD away from Thornguard."

The TV reporter asked, "Thornguard Security's work in other towns shows that in six months alone it can be more effective than the Star City PD has ever been. They even promise a drop off in Green Arrow sightings."

Ollie shook his head. "The towns they've worked in before aren't Star City. They're smaller and more affluent and less ethnically diverse. It's easy to police Mayberry. Comparing Thornguard's work in those towns against SCPD statistics is unfair. And to answer your Green Arrow question, with the brutality and excessive violence complaints Thornguard has gotten over the years, I'm sure Green Arrow has already been added to their payroll."

Another laugh from the reporters gave Ollie a chance to wrap up the questions.

"If we allow Thornguard to take over emergency services, then there will be four companies that are dangerously close to running the day to day affairs of this city. We have to scale back their control and influence and make sure its the voice of the people, not the voice of profit margins, are in control of our local government. That's all for now, folks. Thanks."

He held his hands up and backed away from the reporters before turning around and heading up two flights to his office on the third floor. The small space wasn't much to look at it, barely larger than a cubicle and with no window. It was identical to all the council offices. All eight city councilors shared office space on the third floor as well as Doris, a collective secretary. The job was only part-time anyway. Ollie never hung around the place much if there was no need for it, he preferred to be at the mission or on the streets.

Sitting down behind his desk, Ollie kicked his feet up and looked at the wall. Everyone called it his conspiracy board, but it helped him keep track of things. He had the names of all three major companies and what they did for Star City listed with interconnecting lines running between the companies where their duties may overlap. There was:

Hephaestus: Building and road construction
El Dorado Power & Water: Utilities
California Transportation Trust: Mass transit

It was a libertarian's wet dream, a city where private companies provided the lion's share of services with minimal oversight by the municipal government. In theory, the government would get the best services for the cheapest cost. The great business experiment they had called it three years ago when the city council approved it. But so far the great experiment wasn't panning out. The city went with the three companies because they were the only ones who ever placed bids. Anybody who did place a bid ended up pulling out suddenly and one of the other three got the job. The shady nature of the whole affair is why he got back into politics and ran for the city council. So far he was the only person on the council trying to raise awareness. He knew most of the city council and Mayor Fitzroy were getting some sort of support from the companies, but he couldn't prove it.

The overlap between the three companies made it a tangled mess. CTT supplied Hephaestus with the heavy machinery it needed, El Dorado got the power trucks. Hephaestus maintained the roads and rails CTT's buses and trains operated on. And now Thornguard was getting thrown into the mix. Its bids for emergency service was low as anything possible for a privatized police, fire, and paramedic force. Odds on the cars would come from CTT and their facilities would be maintained by Hephaestus. If the Thornguard bill was approved, the four companies would begin to settle over the city like a net and tighten until everyone was so used to their work and rates of pay nobody would argue. And that was when the prices would increase. That's how monopolies worked. Once the octopus got its tentacles in, it flexed them and strangled the life out of its prey. Ollie knew it was wrong on the surface, but something in his gut told him it went deeper. This combination, as shady as it was, had something darker lurking beneath the surface.

He rubbed his head and sighed. Ollie had a plan, more like the makings of a plan, but it was being blocked by the mayor and the rest of the city council. He was just one man against nine others, seven plus the mayor. He'd be checked and outvoted every time. He stood and headed out of his office before the rest of the councilmen got back from the meeting. The powers that be were blocking him, but they sure as hell hadn't counted on the Green Arrow looking into the matter.
