Well, apart from Tybalt not really caring for making a name, I guess that is indeed true.
I do hope you know that this 'pup' called Tybalt is the oldest man of the cast.
I would assume not, unless the current lord dies and the heir does not take the throne immediately, in which case lady Julia (the current matriarch) could take the mantle of 'mother regent' or something, which was historically used at times.
A matriarch is just a woman that is in power within a family.
