He tried destroying the cage with meteors and they got sliced up by Doflamingo's strings, literally there was nothing he could do about it. There's nothing no one can do about it, really the only way told that the cage would go down is by defeating Doflamingo and that's the point. Fucking space rocks aren't going to do anything.....But you have a point there saying he could have done different things, like, meteors over and over it gets a bit old. The only thing he had shown different was that hole in the ground and when he pretty much destroyed a city block or whatever the fuck he did with Fierce Tiger.
But when it comes to the fight with Sabo....Gravity vs Fire....Good luck trying to beat up fire, really.
But if you look back at the pages it looks like he sort of did, because you see that Fujitora looks like he's hardly been scratched while Tabo is seen with a few bruises here and there. So I don't really think it ended in a draw, more so they just stopped fighting....Unless I had a bad translation, it wasn't necessarily stated that it ended in a draw, because like I said Fujitora looked like he was fine while Tabo looked a little beat up.
I honestly think it's a bit too early to even claim that he's a bad or good character, he literally was just introduced. Now I honestly think he's an intriguing character, he isn't one of the corrupt ones. He wants to fix their Military system, take the Shichibukai system, and even trusts Luffy to take down Doffie. But I'm not gonna claim he's good or bad because honestly that would be a ridiculous thing to claim when you've only seen, like, six chapters of the characters which hardly consist of getting into said character....Done here.
