I'd say the power levels are balanced and stick to the manga, sort of. Captains (And those of higher rank) are the most powerful, obviously. Shiro being a rare case of power, like Kenpachi was when he was a kid. Those from noble families/clans having higher than average Spirit Energy. And then there are the others....And then there are the weaker ones, yep. No over powered ones here.
