@Guardian Angel Haruki I'd just like to clarify, because I think I might have confused some people, that the creatures that are attacking you aren't actually rats, they're just very rodent-like. I also mentioned previously that while the creatures seem somewhat familiar to Stargaze, she can't exactly place why, nor does she remember Echo ever mentioning anything resembling them.
Abilities: Water Shaping: Rua has the power to control and shape water.
Temperature Manipulation: Rua can control the temperature of her immediate environment, which she uses in tandem with her water shaping to turn any shapes or constructs into ice. However, it's worth noting that shaping water that is frozen is incredibly difficult for her, and she instead often has to use her magic to melt the ice before she can reshape it.
Teleportation and Scrying through Reflective Surfaces: Rua can turn any reflective surface into a portal, allowing to either look through or transport through it through another reflection, though only to places she's previously been or through objects she's familiar with. Also, both reflective surfaces need to be big enough for her or whoever she's bringing with her to walk through.
Light Manipulation: Rua can control and manipulate light in the immediate area to a limited extent. While she can snuff out light or pull existing light to create a torch, she can't create light, and while she can change the shape and colour of light, she can't use it to create detailed pictures or illusions.
Equipment: Fishing Spear, used as both a weapon and for, well, fishing

Brief Background: Tonrua heralds from a small village where elemental magic is as common as breathing to the belua who call it home. She was the youngest of three siblings, and something of a late bloomer when it came to her magical abilities as she struggled to grasp the fundamentals that seemed to come so easily to her family members and peers. Thankfully, she wasn't alone: Anyo, a reindeer belua a year or so older than her, was facing a similar struggle. The two bonded very quickly over their shared struggles and, through hard work and constantly motivating and supporting one another, they were able to develop their magical abilities, each even discovering certain powers they had that didn't fall under the elemental branch of magic. The discovery of these abilities, while exciting, didn't help the feeling of isolation the pair had from the other members of their village, and as they grew older, they started to make plans to leave their home and go to Morgenröte, where they would attempt to join the Magus Association as Reavers. There they hoped they would finally find a place that they would belong...
And then one day, Anyo just vanished. Not a word to Rua nor his family. Just gone, with no sign as to where he went or what had happened. While Rua had noticed a slight dip in his mood in the days beforehand, she hadn't thought it particularly unusual as Anyo was prone to bouts of melancholy. After searching for a month or so, Rua found her first and only sign of her friend: the friendship pendant she had made for him, made of reflective nacre so she could always contact him. After this, she fell into a deep depression for several months, trapped between thinking thinking something terrible had happened to her friend and believing he may have just straight up abandoned her. It was only after a while of wallowing in sadness that she remembered the promise they had made, to join the Magus Association together. If Anyo was still alive, either he would have gone there as he had said he would, or through the Association she could work towards tracking him down. She then packed up her bags, said good-bye to her family and set off.

Flicker clenched their teeth slightly as several people started asking them to fall back, and for a moment the red glow in their hair and eyes intensified as they looked at the remaining attackers... then they released a small sigh and the light dimmed back to its regular levels, though still tinted more red than its usual shade of orange. "Yeah, you're right, you're right," they said to Cascade. "Best we get outta here before things get, well, uglier." There was the smallest hint of disappointment in their tone, though it was impossible to tell what was the object of that disappointment: their friends for not wanting to continue the fight, or themself for being so eager keep fighting. Even Flicker themself wasn't sure. "Alright, let's go," they said, and started heading back towards the rest of the group.
Flicker is going to move their full 40 ft of movement to get out of there. I also wasn't sure what to do with their action so they're just moving.
I believe (and Rush is free to correct me if I'm wrong) it's a reference to the stop animation cartoon Pingu, about a penguin who is famous for making this noise:

@AzureKnight Question: you mentioned that Belua tend towards having traits "particularly those of bestial, avian, insectoid, and reptilian species". Does that mean fish-like belua are completely off the table?
