Resident Evil 4 having uninteresting characters is in line with the series as a whole. Resident Evil is a series that has 'iconic' characters and not a single one of them is actually a good or interesting character.
Tell that to Gowi and President 'Claire Kinda Gal' Prawn
I'm just saying be consistent.
Resident Evil 4 had the best enemies and bosses by a country mile. Even if you liked the designs of the bosses in REmake and Zero (oh look a big verson on of an animal) the isn't much strategy in fighting them. Its a war of attration, just have enough health and ammo to tank hits and shoot them a lot.

It isn't even great by Rogue Squadron standards.
