David Cain is League of Shadows/Assassins.
Richard Dragon is a martial arts master who mentored Ben Turner (Bronze Tiger) who joined the League of Assassins and later the Suicide Squad.
Killer Moth could be revised into much more than the joke he is in the comics. Dude has money, gadgets, martial arts, and basically is an anti-Batman. Has the skills you'd need, etc.

Now say he writes a story or single scene involving those two. Are there any rules or anything he must follow in doing this? Or is it simply treated as interactions with an NPC in a normal post is?

First, will there be any GM mediated, encompassing story-lines? Like the Civil War event or the Marvel Avengers films where we have our own stories but at some point, something happens that affects us all and we have to have a Super Friends team-up? Just curious.
I think this is up for the players to discuss in the thread or through PMs. Encompassing plots are bound to happen but I doubt EE has anything grand eschewed out for everybody but thats an assumption.
I was wondering if this applies to the new incarnation seeing as it's just starting off and if so, how long is it?Is it measured in weeks or posts?
From my understanding, it's just to prove you can be consistent and active (enough) with posting content. There were old problems in the game where people applies for several and never did anything with them as they disappeared.
