Like it was said before, either could work. Since as far as our current understanding of the brain works - it's all about chemicals. Electrical impulses controls the chemicals, or you could just insert said chemicals directly.

Sure! But all sciencie-y there's really only two ways to control the human brain, either through electrical impulses sent from your brain into the other brain, to stimulate phermones and stuff being sent out into the body.
Or to just send those pheromones into the body directly. All tele /Empaths works in that way, more or less, it's just a little awkward to write. :B
