8 Foot tall, very large build, he's taller and wider than most. His skin's green with blue accents, putting him apart from others of his race. Further mutations involve his pupils, as they are cyan and cover his entire eyes. He's got two antenna pointing out of his forehead. He dons the battle armor without any underarmor on his torso, only a tribe-necklace around his neck. He is capable of sensing energy, so therefor he does not wear a scouter. He wears fingerless gloves, loose fighting pants, and Battle Armor Shoes with gold trim at the edge. He carries his blaster on his left hand. His facial features are rough, he's got a sharp chin, his eyes are narrow and deeply lined in black, giving him a rather menacing look.
Personality
Serious, agressive, proud, sadistic.
Most of those traits are not very often found in his people, but Xylo comes from a line of warriors and warlords, all whom have the lust for battle that could match even the most savage race. He's a warrior, proud in his own power, willing to pick a fight with just about anyone who he thinks he can beat. Honor in battle is the little bit of decency he has left.

Thanks to his mutation, he is able to see clearly in near pitchblack darkness, plus being able to much more easily regenerate lost limbs.
Demonic Death Finger Technique; Channeling the ki into his fingers, he transfers it into the target to create serious internal damage.
Lord Xylo's Wrath; his most powerful technique, an immitation of his father's massive blast fired from his hand.
History
Xylo's named after his father, one of the survivors of the cataclysm of Namek hundreds of years ago, Lord Xylo fled from Namek to the southern galaxy. Like the Elder of the people, and a handful of others, Lord Xylo is a SuperNamekian - a Demigod. Xylo's the 286th son of The Super Namekian, whom has spawned his own army off of his own genetics, each of them are capable warriors, sent all over the universe to forward Lord Xylo's interests.
Xylo was sent to infiltrate a small kingdom on the Island Isberg, a race of savage warriors Xylo learned to fight from, the amphibian warriors was put under Frieza's boot when the Frost Demon came to the planet, and they were absorbed into the empire two years ago, and Xylo with them.
Now he's a warrior waiting for the day he can make his father proud, and create an empire of his own, strong enough to rival his fathers. While he is biding his time to when he would have the opportunity to climb the ranks of Frieza, and eventually succeed him, he respects Lord Frieza, but he does not fear him.

I mean, he hasn't recruited any of them into his army. So either they're all dead, or they're in a different galaxy than he is, and Frieza and his family's fucked off. Because there's no way the Frieza race are not stronger than the common alien.

It is mentioned by the creator himself when asked, and so yes it is cannon. The rest of his race is normal power levels, but does come with race based boosts such as surviving in space, tails etc.
"It was said by Akira Toriyama that Frieza was a "hybrid mutant" of his race (due to an accidental mutation a long time ago), and a hybrid refers to an entity that is born from two parents of separate species or variety."
I dunno, man. It's not in the manga. Toriyama's not the highest on the list for people to trust with Dragon Ball Lore. He's forgotten more about it than we will ever know.

Weeeeeeeeeeeeeeeel Arch is right. Look on the wiki and you will see Frieza AND his family are all mutants with abserdly high power levels. Though the transformation thing is normal for their race it simply hide their power not boosts it unlike golden, that is why Frieza has so many transformations because his power is boosted from being a mutant. So being apart of Frieza's race is 100% acceptable as they would likely be that weak.
No place in canon mentions Frieza being a mutant, as far as I am aware. Ginyu mentions _them_ being mutants. I.E the Ginyu force, when Goku shows up. Also, no where is it stated that Frieza has more forms than Cooler or Cold. Cooler's a trained warrior, he can control himself in his perfect form. Fan theory is that Cold could not control himself in his final form (Like in DB multiverse) and he ends up busting planets on accident. They seem to be royalty, so it does make sense they're the stronget of their race, but I don't see any member of Frieza's race being lower than 1 million in Power level in their final form.

As for Majin. Could say the same thing about Buu, or the Majin just isn't well trained or something. I mean the CaCs in Xenoverse have trouble with Raditz at the start :P. And thats RADITZ xD
I don't recall there ever being any kind of mention of Frieza being a mutant or a prodigy. Just naturally very strong, like Cooler and Cold. But I mean, the canon's all over the place with that. Frieza mentions that his dad's not quite as strong as him, despite the Z-fighters saying Cold had just as high of a powerlevel as Frieza when they came to earth
And Cold was in his second form. Also, the earthlings in DBZ are not to scoff at. Yamcha, Tien and Krillin are still the top ten strongest warriors in the universe. (More or less, anyway. Top 15 might be more correct.) And all of them have stopped training pretty much after Cell. Well, we don't know how Strong Tien's gotten after Cell. But he was strong enough to hold his own against Trunks in the Bojack movie till Trunks transformed.
If Tien had been trained by the Supreme Kai and unlocked his potential by Elder Kai, he could probably have managed to get SSJ - SSJ2 tier strong, same goes for Tien and Yamcha. The earthlings aren't complete pushovers, they're just not naturally very strong.
You can fit Majin if you just fudge a bit of the lore a bit since technically NO ONE knows where Majin Buu came from with the current lore. And since Majin means Demon, I think Buu was just some Majin who went feral after being 'purified' with an experiment from the Demon Realm and was sent to the normal universe to avoid destruction there. Majin normally are the chefs/servants/ext of the demon realm since they don't have much of a lust for power unlike Dabora/Towa's race due to their Fat Buu playful/Food loving personalities.
Makes sense as to why there are so many Majin in Xenoverse and why Female Majin exist. (I know about the DBO thing, but XV2 is the closest thing to the west they have and Buu makes NO FEMALE Majin in that one.) Plus adds some much needed lore to both Majin AND the Demon Realm.
Problem with a Majin is the same as the problem with a member of Frieza's race. There's no way they'd be weak enough to fit the scope of this RP. At least not starting out, if the idea is that we start weak - like Frieza Army weak (So, PL's of less than 10K)
Also, I was planning on playing a Konatsian, probably.
