With the reconstruction of Tier Five, I can no longer act against its interests. I doubt that will become a significant issue, but the possibility exists.

Any progress is progress. Speaking of which, I thought for sure the end of the balkan system would slow them down... bit they seem just as active as before, as if they didnt miss a step. Hopefully we can deal with them soon.
