Yeah, tables have always been a little squirrely; they're hard to get right. I think patching that should be doable once we get an update schedule set up.
As for your other question, I have code for the changes on my github, but so far those just got applied to an extension. I haven't wanted to really advertise it, but it was sort of a testbed for full site changes. BBCode is a spooky thing to mess with though, and parsers are unfriendly code structures
