The bell rang, and Sakaki finally allowed her eyes to shift away from the boy's. She spun around, her hair swirling behind her like a fan, and walked purposefully back into the school building. Walking through the hallways, she heard faint laughter, which gradually grew louder until she turned a corner and observed a decent-sized crowd of people surrounding a girl who sat on the ground, feverishly grasping for papers and books, some of which people in the crowd snatched away. She walked into sight range, and just like that...silence. A few, who she presumed to be first years, continued with their stupidity, but those who knew her, or even knew of her, instantly quieted and looked at her carefully. As she walked up, the first years awkwardly noticed the silence and air of general tension, and their eyes swiveled to face her as well. With the new, total silence, her shoes making a loud tap with every step. She stopped near the girl and looked down at her.

"Do you need help?"

A soft murmur spread through the crowds. Most of them had never seen her talk, bar answering in class, and very, very few had ever heard her ask somebody if they wanted help.
I don't know if you all know this, but in Japan, the school system is slightly different than that of westernized countries. They don't five years of grade school, three of middle school, and four of high school. Instead, they take a year from high school and tack it onto grade school, meaning they have six years of grade school, three of middle, and only three of high school. Just FYI.
The seconds ticked by as Sakaki waited patiently for the boy to respond, and she began to analyze his face, noting his spiked-up blonde hair and scarred lip, but more importantly, the look in his green eyes. Sakaki instantly knew that this was not a boy who was happy with his lot in life. In the corner of her mind, she wondered what had happened to him. Strange how people choose different paths as they beat through adversity... Her mind cast back to the few faint memories she had of the time before her father died, of bright colours, happy laughs, and long, coppery hair.

Suddenly, a strong wind kicked up, blowing her own hair out of her forehead and exposing the long, jagged scar that ran from her temple to her eyebrow. Staring intently at the boy's eyes, her own icy-blue ones glinted with rage. However, her face and, when she spoke, her voice, betrayed no sign of it. "I can see that you've been through troubles. Get over it. You're not the only one whose life isn't perfect."
Now I edited mine, but the respond was to my original one, so I have to re-edit it. Haha, the trials and tribulations of role-playing.
As a side note, isn't it irritating when someone posts in reply to the same thing you do just a few seconds before you, so you end up responding differently to the same event?
Seeing a motion outside, Sakaki turned towards the window and witnessed a boy beat on what looked to be a first year girl. Sighing tiredly, she stood up and dashed out of the room, whipping through the hallways and bursting through the door in time to see the boy walking off. "Not even going in the building, are you...?" She mused. Instantly slowing down to a quick but quiet walk, she snuck up behind him and tapped him on the shoulder, speaking softly in a monotonic voice.

"Why did you attack that girl?"

Unseen under her uniform, she tensed her muscles and prepared to move aside in case a punch or kick came her way.

"I would very much think over your response if you wish to escape from this uninjured."

At first I thought that would be problematic, but when you think about, most of the time isn't gonna be during class. It could be during lunch, after school, before school, and on days off. So yeah, you can visit other classes so it's fine. :)

Ah, fair point.
Sakaki sat quietly on a desk in the corner of her empty homeroom, furtively sketching with a mechanical pencil on a piece of notepaper, deep in thought. She cocked her head to the side upon hearing a faint sound, then shrugged and went back to her drawing...

...for about five seconds, at which point the door slid open and a group of 3rd years threw open the door and barged in. She quickly tossed the sheet of paper into her bag, the slightest hint of a minute trace of pink appearing on her face as she yanked out a novel and set about reading.

"Too noisy..." She murmured.
Just noticed that all but three people are 2nd year...I feel like the two third-years and the one first year are gonna have a tough time.
For the school's name, how 'bout Kamikara High School? (神から) It means "From God".

Also, I vote city! And yeah, the opening ceremony seems somewhat unnecessary.
