Actually it's not even that bad a world, given over 300 hundred post nuclear detonation and advanced technology it isn't like Fallout.
Gonna have to talk to Gowi on that one. Sounds bloody amazing, but might have some IC issues.
Just remember that have an interesting and fleshed out character is more important than a super powered one. Take your time with it

Not sure Kaben, have to wait for LHG or Gowi,
He's ambitious as all hell, a competent leader to those who've served under him long enough and a terror to those who haven't. Good at recruiting and commanding child soldiers. Was once a prominent ladies man, and had a right hand woman who served as his moral compass and limiter on his actions. The kind of man who could lead a nation, and pines for that power because he knows in his bones that he can use it for the right reasons.
War veteran who did a lot of unsavory acts for a cause he didn't believe in, but followed orders because he knew it was the best way to get the power to change things.

I could go on, but think that is good for now.
It shows in the character
This is in fact a perfect depiction of Graham:
