Seems like 1 in every 1,000 users experiences this, so I doubt we'll ever know why. And for that reason I'm not convinced that it's something on the Guild's end.
Maybe the best solution is for you to just register for your friend.

This is one of the few remaining bugs that's actually a show-stopper.
The char limit should be 65,536 but the server-side check is busted.

This has happened to people that couldn't load some of the layout files that the guild depends on.

Also, in Firefox, try clicking Tools -> Web Developer -> Web Console. Once the console is open, refresh the page (f5). Does it list any errors that look relevant? Like a 404 error?
