@Dead Cruiser Ok well Sphinx looks good, I'll accept him into the roleplay, put him in the character tab as soon as you like. As soon as four players in total have an accepted character we will start, but applications are always open.

Feel free to have some rest but I do get the impression you made Sekhem much too powerful. He pretty much outclasses every other character that's in development right now so that's a problem obviously. And as much as I like a good egomaniac it seems like his whole biography would make him much better suited to be one of the antagonists. As it is right now, it doesn't make any sense for the other heroes and villains to accept him into their ranks, he's the same kind of threat they were trying to save everyone from in the first place. Plus if he's trying to conquer the world he has no reason to be tied down to a colony that's half a world away.

I'm not saying its unworkable but he does need some revisions which we can discuss later.
@Dead Cruiser He looks good for the most part but my main concern is his power level. Hundreds of kilometers seems pretty excessive seeing how the hub is only a square mile and Los Angeles is about 500. I think he needs radical downgrade on his range. As for all of the memory wiping stuff, I think it would be a bit too easy to make someone permanently forget things. When it comes to that it should be a lot more difficult to "suppress" a memory than it would be to tweak it. And outright overwhelming people's minds should be more difficult as well.

All in all I think the more dangerous techniques should have some kind of physical cost and a higher chance of the target resisting. And his effective range should come with the drawback of not being able to effectively block out all of the minds he's listening too. In most cases his range should be dramatically lower, he should only be going that far as a last resort.

So tweak that and you should be good to go.

@Dead Cruiser Yeah cool so either is fine really, just whatever you think would work better in this context.

@Leviathan Remember you can have two characters anyway so there's no need to. Plus that was directed towards incoming players as a suggestion. Plus you already put a ton of work in.
To me it seems like he's taking on a role akin to an executive officer in a military unit or a steward/seneschal in a castle. If he's managing all of these logistical day to day concerns, executive officer seems like a good job title.
@Dead Cruiser Well it really doesn't have to be fancy. You can just put your character down as a mediator and/or warden. I think my characters would handle the direct oversight of the militia as a whole. But your character could just be the Sheriff. They'd be in charge of patrolling the streets, guarding important buildings, overseeing any prisoners, and keeping the peace. Yeah just being the Sheriff sounds like the perfect title for the role you described.

As for Sekhem I need to wait and see more what kind of magic he has. When you say conjure the powers of dead gods I assume he uses ancient magic? Summoning eldritch horrors to solve every problem seems a bit overboard. Right now I'd say since the premier mage is dead Sekhem could handle arcane research.

@shaitarn By metal manipulation do you mean magnetism or does he just move metal? I don't really think a power booster fits right now, I don't even know how that would look for the builder and acrobat characters and other characters are on the verge of being too powerful already. What the team needs is some fire support I'd like an energy projector of some kind. I think we have enough support characters.

Well I'm sure space could be set aside in the library for whatever equipment Isaac needs to archive things. It'd also be a good place to store any physical trinkets that would be worth saving as well. And there's not just old knowledge to save, there's always new things to be discovered about psions, the mythic races, and metahumans.
@gaudi The 2000s were a confusing time.

Well you can have someone with no abilities but the primary draw is that your character was involved somehow in that whole world, so if your character is normal they should have some sort of useful skill like being a doctor or a marksman. There are patrol guards, wall guards, scavengers, medical personnel, salvage truck drivers, agriculture, mechanics, builders, maintenance personnel, weapon constructors, probably more I'm forgetting and people can probably come up with jobs I wouldn't have thought of.

We are not that far into Post-Apocalypse, 500 days or so, but holding on to civilization is pretty important. There is a library as well enterprising survivors who've converted space into places of worship as well as others who organize entertainment like music and live performance. The power is still running so there are films and music you can play but obviously nothing new is being made.

@Leviathan So she's some kind of inspired builder with the power to animate those objects? To me that sounds more like a meta power than anything psychic. I'd say her skill should be building but her powers should be that spark of creation and the ability to animate those creations. Hope that helps.
@Dead Cruiser Professor X gets a lot of mileage out of just telepathy so you should be fine. And you have to walk a thin line when it comes to god-modding so be careful. It should be fine as long as you're careful. Anubis seems like a fitting name, sufficiently intimidating with some dark imagery.

As it stands right now the structure of the Citadel is as follows. The leadership of the Citadel is shared by both Cassandra Patel, a businesswoman who made the whole endeavor possible as well as being a hero and Pariah who organized the survivors into a coherent force. The two of them basically chair a council made up entirely of the former heroes and villains. Each individual is either put in direct charge of a certain area or subordinate to another super. For all intents and purposes even if you don't have any special abilities, as long as you were part of the super-powered crowd beforehand you are placed in a position of power.

The two of them make the final decision but if they are split in a course of action a vote by the other supers decides the issue. Each associate of the council can offer their own thoughts or advice. There are several positions: head doctor, head of the patrols, leader of the wall guards, scavenger team leaders, there are all kinds of positions. If any are unfilled by PCs I'll put in my own NPCs. Even if your PC isn't a leader they still hold sway in any committees.

The supers hold the power and the Citadel is divided into administrative districts with an elected mundane representative who brings forth any community concerns to the council and handles any internal matters the district might have as long as the council does not take direct authority. Any civilian experts such as scientists, soldiers, and others can give advice to the council but hold no authority that isn't granted to them by the council, mostly Pariah or Cassandra.

When it comes to non-combatant staffing it isn't horribly structured, it's usually up to whoever is in charge of that division. When it comes to the militia there are a few different groups: the deputies, the wall guards, and the scavengers. The Citadel Sheriff is in charge of keeping the peace inside the walls and securing important areas, most deputies are either Cassandra's paramilitary forces or former cops. The wall guards maintain the perimeter and watch for any threats and are lead by their own Captain. The scavengers have a Captain who oversees all the teams as well. All of the militia leaders are supers and any lieutenants they appoint are a mix of other supers or normal inhabitants.

It's basically a super-powered dictatorship but its worked well in keeping the population alive but of course not everyone is happy about it.

As for the metahuman phenomena it started exactly four years prior with Zenith's arrival on the scene and the sudden development of meta-abilities. This is what brought the supernatural and psion humans to light, but people with those abilities have pretty much always been around and were just recently gaining prominence. Hope this is helpful.

It looks good so far. I'm fine with an enhanced human but I'm a bit unclear on the part about climbing metal structures with weak magnetic fields. Can he stick right to metal?

The Citadel is a pretty large corporate complex, there's a series of five story buildings all very modern centered around a thirty story tower. Pretty much all of the offices have been converted to living space and people even set up tents on the roofs.The big fountain near the tower was turned into a fish farm and there was a greenhouse that is now the main farm. There's even a market of sorts to barter and sell goods and a bar that serves home-made brews. There's a library near the tower and the tower itself is the nerve center of the Citadel, the deeper levels hold the cells. It's just over a square mile of space and it's pretty cramped with over ten thousand people, even though there are levels that go underground.

Not the best description but there'll be more detail in my intro post. Just trying to give an idea.

Each super rates a private apartment in the tower but you can live anywhere there's space pretty much though most prefer to live in the tower. The world will be covered in greater depth but just imagine the modern day world getting turned into a warzone between various factions as storms continue to batter the city and nature starts to reclaim the urban areas, any post-Apocalyptic picture should give a good image.

The Citadel is on the fringes of Los Angeles and most of the action will take place in the LA County Area and it's about four years from the start of 2016, so the year 2020.
