The biggest flaw in that logic is that, to test people's supposed general reactions, playing music really loudly and messing with lighting is... basically just being an asshole to a bunch of people trying to get dinner. So instead of getting an idea how people react in bad situations, you get how they deal with co-workers nobody likes.

And the most ineffective part is doing this somewhere you'll NOT get a serious response. It's not like people are going to react to loud music in a cafeteria as a serious threat.

Jennifer blinked languidly as the man with the destroyed headphones got out yet another pair of headphones and started to complain about... all of them. Complaints that seemed to perfectly describe his own actions: a lack of social awareness from coming in and playing music loud enough to interfere with casual conversation, then losing his composure to complain about their unsuitability for spec-ops. There were also children present, which surely justified a bit of childishness?

"Maybe we should start giving the special forces recruits counselling when they join?" she wondered, one arm outstretched--and now holding a shinai--to prevent her hot-headed senpai from making any moves to put the unfortunate man through the wall, "They always seem to have trouble adjusting to the Agency's civilian work."

And that was just the crux of it, really: the Agency might work with the military but the Outbreakers were anything but. When you were picked for your ability to individually deal with the greatest threats the world had to offer, military discipline and secondary abilities came a distant second.

"If we head to the roof, we might be able to eat undisturbed."

Bragi might need his eyes checked, because he just complained about schoolgirls acting childish.

Bragi acts like he's some kind of grizzled veteran, but he's only 24 and equally immature to the people he's complaining about. lol
