They're magical girls and also presumably protected by every law ever instituted to protect bystanders from the repercussions from taking part to help someone else (good samaritan laws are a neat thing)

It's a damn magical girl roleplay. Don't analyse every point and try and make it as grimdark as possible. <_<
It was true: so long as Kitty was in contact with some surface through which she could transmit the magic or however she was doing this, there was nothing that Ryuuko's highly limited skillset could do to counter the explosions. What she did have was an assuredly better reaction time and enough observational ability to recognise that if the explosions were being set off to specifically block her, rather than just firing off with far more risk of danger, then Kitty had to be watching her movements.

An observation that would be blocked for just enough time after a previous explosion to get in close. That was Ryuuko's hope, otherwise this could go far more wrong than anticipated.

The purple-haired apprentice took up her stance again and moved forwards nearly silently in comparison to the sounds of Toshiko and Bunny's fight or the explosions themselves. She took the inevitable explosion gracefully, reinforcing primarily her legs to land and recover--then dashed forwards as soon and fast as able, despite the head and risk of burns. If she could get through then her blade would find a nice spot on the blonde's neck...

And it would be over.

Trying to keep all of the takoyaki in her arms was difficult enough even without being surprised by Tenchi's dropping in from nowhere, and the white-haired girl's startled response left one of the containers precariously dangling from one arm. Not that she, of all the people in this district, should have to worry about dropping something. "Ah, thank you, Dojima-san... could you take hold of the one falling off?"

It might have been part of the Organisation's duties to help out with things like people lost in a festival, but for clear reasons, Hoshiko was not a person to expect to be any use in such a hunt. Except for spotting the person by accident, the girl was too small and skittish to actually prove useful. Finding one person only to misplace her in the process would only make things worse.

Then August came back: "I didn't know how much you wanted, so I got more in case..."
I guess if anyone does go to a police station, Nana will be there. xD
... what do we even do in Babylon? It looks like a round of posts that consist entirely of "stand around waiting for something to happen" is the only option.
When the explosion came roaring out, Ryuuko reacted the same way that she had planned for traps: try and pump mana into it and overload the spell, and failing that hope that her outstretched hand would divert the magic so that the damage would go off to one side and leave her unharmed. Unfortunately, this wasn't a trap and didn't work the same way the maid's runes had and the attempt could at best be described as 'barely successful'. Instead of being significantly disrupted, the explosion was merely weakened slightly and drawn towards her arm--leaving light but noticeable burns and down one sleeve. Her hand got the worst of it but, though the heiress' grip didn't slack. Pain was too little reason to let herself be weaker.

"You're lucky that wasn't worse. My father would never let you go if I were to die to some common criminal," she said, annoyed at being even further back than her initial position. She would have to take this with more seriousness, even though the idea of striking with full force at a seemingly defenceless girl was nauseating.

This time, when she darted forwards, it was with magic reinforcing her base abilities and moving faster than any human had good reason to be. In a race between Ryuuko and Kitty's reactions, she planned to delay the blonde by working out what she was doing. Step one: cut the previous explosion's origin mid-dash.

If that forced her to do something else, she just had to outlast the mage.
The lack of traps on the way to the stairwell was more unnerving than another explosion would be: it could mean too many things. Maybe they were too late and the first trap had just been to dissuade them, or maybe they'd already missed it and the whole building was about to come crumbling down around them. The less expected outcome was for one of the thieves to drop down the stairwell--something even a swift cut wasn't able to react to in time--and force space between Ryuuko and Toshiko.

It was still two on one, though--until the injured girl showed up. What was she even thinking? After the nail, there was no way that she was going to be able to keep up if Ryuuko got in close. In an area like this, the one that couldn't move was going to lose before the attack was even made.

"One theft gone wrong and so many thieves will turn to violence to clear up after themselves," the purple haired girl mused, meeting the blonde's eyes with her own sharp gaze, then darting forwards without further warning. Though the girl herself was a threat, it was the area around them that was taking more of her attention: someone had rigged the entry to explode and someone had sealed the maid's memories with a rune, and it wasn't the onmyouji. There could still be any number of traps.
As usual, Ryuuko coped with her tutor's abominable driving by closing her eyes and focusing on other things, like trying to examine her limited knowledge of magic to prepare for the possible battle ahead. Keeping an eye out for inscribed symbols, ofuda, and focusing on avoiding palms to the face in particular stood out as useful approaches given the known abilities of their adversaries. This seemed like a conflict where traps would be a particularly large problem...

As proven when Toshiko boldly made her way forwards and nearly got herself set on fire. Even though such an anticipated trap wouldn't take out her teacher so easily, her heart jumped to her throat before the smoke cleared and Ryuuko's expression was reined in, the swordsman having removed her sandals and the socks beneath. Better to fight when she could feel and grip the floor directly.

"Ando-san, might I remind you that if I stay behind, my main skill here is useless?" she said, producing her blade and holding it in a semi-guarded position, stopping behind the redhead for a moment, "My survival ability isn't so little that I need be rendered ineffective by staying behind you."

The apprentice continued on, accepting the risk and looking ahead for signs of something simply out of place by its sheer orderliness in this abandoned apartment. Ryuuko was confident in her ability to survive even if she missed something: her sword would endure the more focused attacks and, from her experience earlier, it felt like she might be able to disrupt the worst of less distinguishing traps if Toshiko failed to react in time.
Well, there's the possibility of not having everyone's number or its being on silent etc.

And I'm not quite sure what penetration other forms of mobile communication would have into a place like this xD

Standing in front of the takoyaki vendor confronted Hoshiko with the worst dilemma possible when the man running the stall asked her how much she wanted. At least, being a festival stall like this, it was pretty clear what she was going to ask for... but she had no idea how much August would want to eat! Or how much she should get to make sure that she could sample as much of the food on sale tonight as possible.

"Ah... two... no... four? Ah... three!" the girl said, unable to decide and eventually opting for making sure that there was enough that she hadn't gotten too little.

Though it was rather hard to carry it all...
