As for Hei himself, my only problem is his age. 12 years old is a pretty young age, and I'd prefer characters to, at the very least, be somewhere in the 17 or older range. But if you honestly want to play a 12 year old, then I won't deny them. Everything else seems fine, but I'll need to see the History before I accept them.

Belongings: Well, her clothes are really nice. That's about it.
Martial Art Style: Drunken Fist: an extremely well-earned name. Even when Baijiu is sober, it may as well not be, since she practices a style that just seems to be... bits of everything, strung together in a way that makes it nigh impossible to tell what's going to come next as she just won't stick to one stance. In the long run, this is only going to get worse as she poaches more and more off the styles around her.
For some bizarre reason, it does work better drunk, probably because literal unpredictability is added into the already baffling cocktail of styles. And also because the martial artist in question is very good at holding her drink and pretending to be more drunk than she is.
Chi Abilities: She may as well have a chi radar, and the stronger you are, the more likely she is to notice you immediately. This is doubtless useful for someone who's actually blind. Not so useful for someone blind is her ability to just dump chi into an alarming rainbow-like projectile. It rather... hurts, and is possibly the bluntest use of the stuff conceivable: make ball, whack person with it. She's been working on more subtle stuff... but her progress with that just seems to vary the size of the sphere people are getting assaulted with.
She decided to call that Tequila Sunrise for... some reason.

Personality: Baijiu is arrogant and combative. There's not that much room for serene contemplation of the universe, or exercise for exercise's sake: she's good at fighting, enjoys it, and knows this. She won't hesitate to try and prod people into conflict if they seem like they'd make a good fight, even if they're people who're either likely to far outclass her, or with the political power to get her in a hell of a lot of trouble. If, however, you've already fought, aren't a challenge, or have otherwise managed to distract her from petty violence... Baijiu is pretty much the most laid-back person you could meet. If she isn't fighting, she's eating, drinking, or sleeping. Meditation? Everything is meditation!
History: Baijiu learned to fight, not because she terribly wanted to--at least, not back then as a young child--but because she was rather... clumsy, both for the normal reasons and due to not being able to see anything. So, with nothing better for her to be doing, it was fairly simple: learn martial arts. Initially, and still evident with the moves she most uses, she was just learning a very solid, down to earth style. The young girl took to it like a duck to water and, as soon she was old enough, went to learn from some other people, learning about chi and developing her radar trick. But perfection of the one style never appealed to Baijiu, and so she's been going around learning what she can, when she can, and trying to string it together into something workable.
That it works better when she's drunk is just a happy accident: one of her teachers was an extremely gregarious old man, and he took the barely-an-adult (even then) girl drinking with him after every bit of training, and she ended up picking up the habit. This temple is just one more stop on her tour of the world.

Well, I just had the worst idea: strangely chi-heavy drunk fighter. I don't think a fighting style where everything is named after cocktails is terribly sensible.
I will write something once I have a decent (AKA computer based) Internet connection again. And not relying on a phone that, for some reason, gives internet a capital by default.
