Epic City: Starburst

@ihinka, normals are the backbone of the City, and the vast majority of the population. The actual staff of the city, workers, reporters, bankers, photographers... Basically the normals are the ones who deal with the most of the City. The normal people who can be apart from Epic or Freak issues and believes in the City.

Were I to run a Normal, I'd make a news reporter, someone who runs into all the dangerous situations involving Epics and comes out alive. Or a Batman analogue, who does the whole celebrity superhero thing to show up the vain Epics. Or a charity worker who actually does good for the poor, or a businessman whose fortunes rise and fall on sponsored Epics.

Does any of that help? Or am I just rambling in my sleep?

@Polaris North, I think they'd belong more to the EC Fire Department. They'd work hand in glove with the ECPD and the hospitals, but report to the Fire Department hierarchy. Emergency Response, at least.

@RoflsMazoy, the ECPD is still operating semi-officially. They operate as an official police force, and still have the usual procedures when needed. A 19-year-old would still be a trainee, even if their entire left arm was a Freak mutation. We can certainly talk about getting you involved there later, though, as a PART operative.

- Pyrokinesis is the power, the Vice Claw itself is a mutation. Silver cuts off the flame, not the Claw.
- You seem to be working through what having a constantly burning arm would do. That's fine.
- He seems fine to me.

All that make sense? I would personally categorize him as a Freak: a burning, numb hand is more of a disability than an asset. He's a lucky Freak, unlike Marching House, but he's still a Freak.

And I'm quite convinced people with enough money would take those showing symptoms of powers to a hospital.

@Goliah, How do we define harm? Can this character be shut down by the thought that arresting or stopping a thug would provide his children with a less-stable home life, thereby "harming" them?

I'd also be more positively inclined to greater power on a Freak instead of an Epic, so if we're talking a huge, strong, man resembling a rabid yeti, I'd say yes. I'm seeing this as more a "life with superpowers" RPG than a "superhero" RPG, if that makes sense.

@Polaris North, that sounds more or less correct. I like the idea of him being a first responder, holding things together so people can get out.

@Old Amsterdam, that's a good guideline. Let's call it the Martian Manhunter rule: More powerful you are, more common your weakness is. Martian Manhunter has an absurd array of powers, but is shut down by fire.
