Wouldn't the villagers know her well enough Cascade wouldn't have made that outburst under normal circumstances, but does so in serious situations?

Of course.
Children don't enjoy being yelled at by grown-ups. This child in particular finds it rather scary. Tolomeo is also relatively new to Zephyr, so he doesn't know Cascade as well as the other villagers. Factor all this in with the fact that children aren't known for thinking logically, and you’ve got yourself a child who would very much rather swiftly leave the vicinity of the scary shouter than answer questions or give up the first reliable source of warmth he's had for a while.

It was taking a look at Mar'a'gan's shop that had the swindling deal attached to it. The fleeces were a gift. Cascade can still say the fleeces had the deal, but she'd need to make a Deception check to do so.

This is an interesting concept and system. Question: do you need to have an ally? I just would hate to ninja a background that another player would want.

I'm glad you think so. You do need an ally, but you don't need to pick one right away. You can wait until other players have made their choice first if you want to avoid taking a background they want.
