You're not too late, Orsinium is still open right now. In fact, the Orcs are flexible on leadership changes, one victorious fight and you're good to go. Alternatively, you can continue where the last player left off. But no matter what you choose, you have to follow our IC events as canon.
Other than Orsinium, Valenwood is also up for grabs.

I think they might throw in a dragon break though, it would be a good idea if they did, that way events that take place in ESO can be very different from what happened in the original historical lore sequence.
To be honest, Bethesda probably won't even care. Something that happened 948 years ago wouldn't mean anything to TES6.
