Would these gangs employ teenagers and children to do their dirty work or do they have certain morals? I'm guessing some would have extremely loose morals while others would want to play fair and right

Great question but this is strictly going to involve the mafia and their families though cops, detectives, FBI and SWAT can be used a secondary characters. :)
