There is no "greater" or "worse" evil, really. Either they're good or they're not, and trying to be "worse" than another character just distracts from the point of having a villain in the first place.

Not ultimate evil, ultimate antagonist. There is a huge difference.
And cruelty-wise Kira and Gemini are hard to top. Your explanation was really low level.
