April

April 2nd – The Kingdom of Zellonia begins construction on a major drydock, the first of it's kind in the northern kingdom. Costing just $7,000,000, it will not be completed until sometime in 1901.

April 5th – The 901 Combustion Engine Prototype, designed by Zagadka Industries at the behest of Vladan Neši turned out to be a rather ruinous adventure. An attempt at exploring it's international markets cost the Osladian Empire around $2,400,000 total, as few outside of a few bicycle enthusiasts in Kalpia saw it as anything other than a toy.

April 9th – The Imperium of Hiron passes the Free Immigration Act of 1899, loosening the restrictions on who may and may not enter the country. It's predicted that some intellectuals from The Continent, Radena and even Meung may soon attempt to immigrant to the island empire.

April 13th-18th – 60,000 men in six infantry divisions of the Osladian Empire are moved to the Karumi-Osladian border in anticipation of Karumi's saber rattling. Initially a successful endeavor, the general--who forgot to sign his own name on the report he filed to Prime Minister Selidov, reported that 1,800 Osladians with ties to Karumi defected during the week, fleeing across the border. The remaining 58,200 soldiers dig in.

April 20th – The Tyro-Redanian Empire finishes it's patent on the M1899 Prager machine gun. As a token of good faith, the inventor provides 20 M1899's to the Tyro-Redanian Army.

April 22nd – The Imperail Rail Authority begins work on it's first railway. With no formal experience in industrialization, many workers are injured, and there are deaths involved. A riot in Yufutsu over the poor work conditions erupts, lasting several days. Given the small distances involved in the Imperial Rail Authority's work and the lax safety requirements, it is estimated to be finished in 1900.

April 24th – The Oil Advancement Act is passed in the Republic of Itherae with an overwhelmingly bipartisan majority. This bill, which deregulates an almost non-existence Itheraen oil industry also subsidizes certain aspects of the industry in the realm of research & development.

April 27th – The Federation of Central Fesceuni nationalizes the Universal Maritime Canal Company, attempting to fulfill quotas by increasing employment and allowing the UMCC to handle additional government projects. The red tape is extensive, and a disunited Federation parliament eventually passes a subsidy bill that is barely reminiscent of what it set out to do.

April 29th-30th – The Osladian Empire, in an attempt to facilitate relations with it's Western neighbor the Tyro-Redanian Empire, send it's premier Foreign Minister Rusak to Aetoria. There, Rusak laid the foundation of the intentions of a multi-cultural empire supporting another multi-cultural empire. While more conservative, the Tyro-Redanian Empire bowed it's head to the Selidov administration in a measure of friendship.

May 1st – In the Republic of Itherae, the First Itherae Officer Training Corp is founded, the first military academy of the fledgling Itheraen National Army. A meritocratic school which handpicked it's recruits, free of charge, it espoused modern military tactics and would begin to increase the credibility of the army of the minor power.

May 2nd – In the Kingdom of Zellonia, Guntherson Rifles & Co. is founded. A single subsidized foundry capable of producing weapons of war for Zellonia.

May 3rd – The Garleiz Canal in the Federation of Central Fesceuni is announced. This major construction effort will employ nearly 3,000 people and cost several millions, but as it's first major project, people begin to feel a sense of patriotism for Fesceuni.

May 4th – The task force from the Empire of Tara arrives off the coast of the Counties Palatine. Escorting the Pre-Dreadnoughts HMS Goliath and HMS Valiant, a half dozen destroyers sallied forth into uncertain waters while the Pre-Dreadnoughts navigated choppy waters.

Hours later, five destroyers returned--reporting the port clear for the troops unloading. A more astute sailor on board mumbled something about there having been six destroyers as the vanguard and now there were only five. Halfway through unloading, the 71 year old Commodore da Sylvie realized that the HMS Bastion had not reported back from it's scouting. It's fate thus, remained unknown.

May 5th – Lieutenant-General Harvick of the Imperial Tarantese Army (ATR) takes command of the 5 regiments. An additional edict is sent forth to raise all available colonial soldiers.

May 7th – In the Tsardom of Radena, the Tsar's Army places 35,500 men from active duty into nearby reserve garrisons along the border.

May 8th – In the Kalpian Republic, Kerser Guns and Republikan Army Arsenal fulfills a government order for 214,500 KR.99 rifles.

May 9th – The Imperial Dockyards & Arsenal of the Empire of Tara submits its designs for water-tube boilers, which generate more power at less expense in weight compared with the cylindrical boilers used in previous ships. The new boilers led to the adoption of fore-and-aft funnels, rather than the side-by-side funnel arrangement used in many previous Tarantese battleships. Given that IDA is the only naval development firm in Tara, there was absolutely no competition. They collect the $250,000.

May 10th – The Imperial Security Bureau of the Tyro-Redanian Empire is founded. It's principle purpose is twofold: the security of the Empire and the destruction of internal dissidents. Among it's members is Head of Internal Security, Felix von Drach.

As Head of Internal Security, Felix von Drach undergoes a campaign of rigorous terror and political oppression in the East of the Empire. ISB agents, in their famed off-blue uniforms, apprehend and publicly execute no less than eleven "dissidents" of the Idea of Itheraen Independence movement, nicknamed Triple I. In a speech in Tannerburg, von Drach says: "No mistake can be made here that the enemies of the state do sit with us, and drink with us. They dress like us, and speak like us. When you shoot them in the head, they bleed and die like us. But remember this, they are not us."

May 11th – In response to a government order earlier in the year, Furstenfeld Manufacturies and Steyrworks and the state-owned Imperial Armouries of the Tyro-Redanian Empire fulfill an order for 129,000 Mawka Model II bolt-action rifles.

May 12th-14th – The Tarantese 2nd Army under Lieutenant General Harvick and his 5,000 troops move entrench in Argentine and nearby cities and ports. The colonials continue mobilizing, a slow and cumbersome process due to lack of infrastructure in Serranthia.

May 15th – The Republic of Itherae calls up a volunteer campaign. "Not a time for nationalism nor defense," President Alexei Georgas says "but rather a time for strength. Itherae has long been in the grips of nations much stronger than herself. Now, now is the time we grow strong as well."
[Event: The Republic of Itherae gains 35,000 Reserve Duty soldiers.]

May 16th – In the Tsardom of Radena, members of it's National Security arrive in the hinterlands and begin hunting down those troops who dissented. They are easily discovered and it's found that even among the local Daichidan population that their actions are seen as treacherous.

May 17th – The Kalpian-Fesceuni Trade Pact is concluded. The Fesceuni begin shipments of refined steel and basic machine parts in exchange for selling sulfur, tea and chromium to the Kalpian governments.

May 18th – In the Empire of Tara, the Ikaros Mining Company begins rapidly expanding under the new owner Baron Lionel de Lacy. ICM opens mining operations in several key ridges in Tarantese colonies, utilizing steam powered engines to accelerate operations, taking on new and dangerous explosives to reach deeper than before.

May 21st – The Kalpian Republic subsidizes the Arsech National Steel Company, hoping to use it's manufactories to increase steel production for building projects. A costly maneuver at $4,700,000, Kalpian politicians hope the buy has long term potential.

May 25th – Open trade between the Tyro-Redanian Empire and the Republic of Itherae begins as oil moves into the Empire and chromium into Itherae

JANUARY

January 1st – The Tyro-Redanian Light Cruiser Prinz Wollin suffers a magazine explosion while at Port Hollenheim at Eisenstadt. 114 lives are lost but no foul play is expected. Efforts to remove the half sunken wreck cannot begin until Spring when the waters warm up.

January 8th – The Surveyor-General of the General Survey of All Lands, Demesnes, Territories and Dominions within Imperial Influence from the Empire of Tara begins a comprehensive reexamination of it's colonial holdings in Serranthia and Settumu. Renowned for it's system of colonial viceroys that extend some levels of autonomy, it is expected that inefficiencies will be rooted out with all haste.

January 10th – Elections begin in the Kingdom of Thecia, wedged between the Sessauan and Tyro-Redanian Empires. The right leaning Mithaxas party gains a slim majority, forming a government under Prime Minister Thaxus I, with the hesitant approval from King Leonid. The same day, they send delegations forward to purchase 150 field guns from one of the Great Powers.

January 14th – Viceroy of the Silver Marches in Serranthia, Lord Culiver Fairwell dies at age 61. A robust administrator and former naval captain, he is replaced by Count Jacques de Montaeur. The bloodthirsty and only son of the Montaeur lineage, he lives in Rigour and "fully expects to administer the Marches from the Serene Empire." The Empire of Tara, the premier colonial power in the world–is the only one in which uses colonial suzerainty as a form of administration, espousing both autonomy and economic efficiency.

January 15th – The Leikarp Co. opens it's doors in Leikarp, Kalpia. Selling penny-farthing bicycles, Johan Jost paves the way in the bicycle industry with the high-wheeled creations. Within 24 hours, his entire inventory of 36 Leikarp Cycles are sold to locals in the city limits.

January 23rd – The Counties Palatine of the Empire of Tara, founded in 1848 had long been a prosperous hub of trade in Serranthia. Growing from a small outpost to a resting point while sailing around the Sharp Edge of Serranthia to Settumu, the Counties Palatine slowly extended it's reach from a coastal hub into a developed colony that covered much of Serranthia's Southwestern coast.

The Mauwanti Empire, which drew its border up along the Counties Palatine had long held tenuous relations with the Tara. Daunted by the more modern firearms and technology of the Continental power, the Mauwanti Empire seemed neither meek nor pacifistic but rather meticulous in it's dealing with the empire. On January 23rd, 800 armed Mauwanti raiders crossed the border into the Palatine and attacked the town of Jardin, killing 213 and wounding over 300.

January 27th – Another Mauwanti raiding party, numbering 1,400 cross into the Counties Palatine. They cross the River Seuse and attack Fort Halloway. The attack lasts until the 29th, in which case the 61 Taran soldiers ran out of ammunition and led by Lieutenant Georges Havier, surrendered. None of them were spared.

January 30th – Word reaches Rigour of the Mauwanti attack. Present in the Counties Palatine are 2,400 Colonial Taran soldiers under Lieutenant General Matthew Harvick and a single regiment (1,000) of Taran Imperials with 4 Field Guns present. The Minister of the Army summarily requests a meeting with the Empress to discuss what it to be done.

FEBRUARY

February 3rd – The Itheraen national government puts in an order for 20 additional field guns to supplement their armed forces. The Ithean National Arms Manufacturing takes on the manufacturing order and finishes all 20 guns by the end of the month. The order costs the Itheraen government $46,000, almost twice as much as originally planned following several production issues.

February 5th – Demian Selidov campaigns successfully in Toboskoy, where he is meant by a crowd of more than 12,000. There, he successfully argues in favor of a continuation of his government. Arguments that the Selidov administration was "campaigning for the future" as opposed to governing were drowned out by huge banners confessing "THE 20TH CENTURY BELONGS TO SELIDOV." The Prime Minister, at his speech at Toboskoy promised: "This year I arrived in a horse, next year I will leave in a locomotive."

February 7th – Construction on the Senryu International University begins in Senryu, Hiron. Expected to finish in 1902, this university of higher learning is designed to attract the most prestigious minds in Settumu and the Continent.

February 8th – The Thecian Embassy in Arsech, Kalpia receives a Kalpian diplomat in regards to their desire to sell Kalpian weapons. Given that the Kalpians named no price, he left empty handed with negotiations spoiled.

February 10th – Itherae diplomat Alessandro Logos of the Republic of Itherae arrives in the Tyro-Redanian Empire. Having formerly studied in Konig, Logos is fluent in both Tyrian and Redanian language and cultures and lays down the Tyro-Itheraen Trade Agreement with stunning competence, outlining a trade agreement between the two empires lasting no less than five years. Given their proximity, geography and relations, the Tyro-Redanian diplomat sees the deal as a no-brainer, though must request approval from the Tyro-Redanian Foreign Office before any further steps can be taken.

February 14th – The Kadeten Papers are released in the Republican Army of the Kalpian Army. Heavily in debt with an overbloated army of half a million men, the newspaper does well to take the mind of the average Kalpian soldier, often confronted with late paychecks. [Event: +4% Morale for Kalpian Army.]

February 15th – Within the Tyro-Redanian Empire the Heider Edict passes the Imperial Diet with a significantly slim majority. Opposition leaders argue, in their final arguments: "In a world of peace, Tyro-Redania need not another 100,000 men with rifles." Still, the Edict calls to the Reservists Landswehr another 70,000 men. Initially calling for 90,000, 20,000 men either purchased their way out of the Landswehr system or simply did not show up when their names were sent out in the post. [Event: Tyro-Redania gains 70,000 Reservists, -6% Supply & Logistics]

February 19th – The Eyes, a clandestine scouting and espionage agency of the Empire of Tara begin Operation Halder.

February 26th – An unnamed diplomat from the Dygracian Sultanate arrives in Oslograd to discuss a political Pact of Nations. The offer, as quoted by the Sultanate's diplomat shall: "offer to establish a pact between the [Oslad, Tyro-Redania and Dygracian states] to secure lower tariffs between us all and enter an age of general prosperity. In addition to these terms, the pact would stipulate international patent recognition, freer visas and migration, as well as an agreement to not incite rebellion by the savages in the colonies and expeditions of our nations. Two separate treaties shall be maintained between the two, with the option of adjoining them to forge a Pact of Nations."

The Osladian diplomat, who represents a country without colonial ambitions instead redirects the Dygracian Sultanate to a direct meeting with Prime Minister Selidov himself. Selidov--a liberal minded man himself--sends the Dygracian away without a signature, but agrees that an alternative agreement with lower tariffs and patent recognition would work in the future.

February 28th – The same Dygracian Sultanate diplomat arrives in Aetoria, Tyro-Redania and submits the same diplomatic message to the Tyro-Redanian Foreign Minister Kaleb Wöhler. He gives a similar message, explaining that an agreement on colonial territories from a nation that has never possessed land outside the Continent would be fruitless. An agreement for lower tariffs and patent recognition could be negotiated, Minister Wöhler admits, before sending the Dygracian diplomat away.

The Continent, March 1899


March 1st – The Tsardom of Karum's storied past of conquests and expansionism dated back to the 1830's. Having lost much of it's territory in the Osladian War of 1867 to both Oslad and the Kingdom of Serona, it made little sense to avoid the pretense of Tsar Michel's promises that he would restore "Greater Karum" in his lifetime.

Michel I holds a rally in Karum's capital of Salaz, promising soon the "return of Karumi lands." Following the rally, a military parade is held. The Karumi Army is small and under equipped.

March 2nd – The National Kalpian Railway begins work on several "short rails" between various cities in Kalpia to better increase accessibility for consumer goods as well as emergency military maneuvers and for those that can afford it, quick travel.

March 3rd – In the Osladian Empire, the 901 Combustion Engine Prototype make it's debut. Designed by Zagadka Industries at the behest of Vladan Nešić, the CEP is an electric powered wagon with a basic steering apparatus. Several hundred spectators show up at the "national display" is Oslograd. Slow to start and even slower moving, the CEP is seem as a trinket for the rich.

March 5th – The Hoffner Commission finishes it's three month report in the Tyro-Redanian Empire. Designed to find out the ideas and perspectives of the various cultural ethnicities in the empire, it reports back that the native Itheraeans in the far east wish to be returned to Itheraen rule, and that the Voskiyans wish their religious beliefs, Voskiyaasm to be accepted under the Tyro-Redanian Throne, one belief of which is an exemption from working on the fifth, sixth and final days of the week. The Hoffner Commission is presented to the Home Office for analysis.

March 9th – In the East, the Radenan Tsradom experiences the Dubrovvodsk Mutiny. Soldiers of the Tsars' Army, not having been paid in three months are ordered to "mass training" in the cold, March air of the coastal city of Dubrovvodsk turn on their officers and revolt. The Dubrovvodsk Garrison, numbering 4,500--kill 312 officers, loot the city and largely go AWOL. A nearby infantry garrison arrives later that day to find the armory and commissary raided, but few if any soldiers remained loyal.

March 10th – The Grand Sultan of the Dygracian Sultanate himself arrives in Rigour, Empire of Tara for a personal meeting. Espousing Tarantese ideas and fluent in both the language and culture, the meeting is held behind private doors and no terms are signed. The actual extent of the meeting is unknown.

March 12th – An explosion in Mt. Suru in the Dygracian Sultanate kills 47 workers and leaves 119 trapped. The mining operation was being in performed to expand railroad operations into the south of the country, but the mountains that cross directly across the nation mean there is no easy path through.

March 13th – The Itherae Imperial Post nearly collapses, when a formal request from the Republican government asks: "Send us your problems." In three days they receive over one million letters, meaning that almost one out of ten people deemed it worthy enough to write, an amount totaling nearly the amount of letters sent in Itherae in the first half of a year. Among them are squabbles and personal disputes: "My dog is life." "My wife is cheating on me," but there are so many letters that sorting through them will take months.

March 16th – The Radenan Tsar's Navy has two ships collide, the Ilyich and the Alexandrovich while attempting fleet maneuvers in the Cappum Sea. The Ilyich, a coastal defense ship sinks will all hands aboard. Only 3 men emerge from the wreck and are saved by the Alexandrovich

March 19th – The Kalpian Republic begins mass training of it's soldiers. Similarly straits threatened these exercises as they did in neighboring Radena, but the strict hierarchy of the Kalpian Republic Army prevents this, and mass training exercises begin in earnest.

March 21st – Another diplomat from the Dygracian Sultanate arrives back in Dygracia. The Tyro-Redanian Empire and the Osladian Empire could not agree to terms on a trade agreement with the Sultanate.

March 22nd – In the Tyro-Redanian Empire, the Imperial & State Railways begins it's first operations to extend local and national railways in the nation. They are slated to be finished in 1902.

March 24th – The Dygracian Sultanate establishes the Civil Research Service to subsidize successful invention and technological innovations. Poorly funded however and led without clear leadership, it gets off to a slow start.

March 28th – The Imperium of Hiron and the Empire of Tara formalize a trade deal with 10,000 tonnes of foodstuffs in exchange for Hironese opium.

March 30th - The Romanievich Railroad Industry in the Radenan Tsardom has it's plans approved to build the Multi-Continental Railroad (MCR) to bridge it's Continental and Settumu territories. The railroad, which would be the longest in history is slated to take 7 years to complete. To fund this adventure, the Tsar subsidizes the Romanievich Railroad Industry.

Game Rules

Nation Dossier
1. The Nation Dossier is your primary form of information in TWaWKI. Information there supersedes information anywhere else. Among the information there is your population, government, enacted policies and military and economic information.
2. State Power is the centralization of your government. The higher your nation's State Power, the more policies can be enacted. For every 15 State Power (rounded down) your nation has, your nation can pass 1 Legislation.
3. Policies are an act, bill or major political, economic or military action that your nation enacts. Passing a bill/edict/act/reform is passed via IC and must be named to minimize detrimental effects.

Industries
4. There are four industries in the game: Rail, Automotive, Arms and Aviation. At the beginning of January and June you will have an opportunity to implement the Industry Phase. (See Industry Phase below).

Order of Play
5. The Monthly Phase is as such. Every in-game Month the GM posts an update for that month (example: February), explaining events that have unfolded. Following that, any post you do must take place in the month immediately following that, attaching a Summary to the end of post explaining your nation's actions. In the next Monthly Phase, the GM will reveal the results (if any) of those actions.
6. The Industry Phase takes place during January, April, July and October where you as a nation can direct the invisible hand of your four industries at three month intervals.

7. There are four industries: Rail, Automotive, Arms and Aviation.
8. Each phase is worked separately.
9. The Industrial Phase is completely optional to the player and can be automated by the GM for the player if the player wishes.

10. Your nation will fall into one of two categories: 1. a nation with a rail industry (requiring at least 1 domestic rail company) and 2. a nation without an rail industry.

Automotive Industry
11. Your nation will fall into one of two categories: 1. a nation with an automotive industry (requiring at least 1 domestic automotive company) and 2. a nation without an automotive industry.
12. During the Automotive Section of the Industry Phase, nations without an automotive industry will start in random order and have two options: Offer Incentive or Pass. Once a player has bid, it will move to the next player. They can Offer Incentive at a higher rate or Pass. Once all nations have gone, this phase ends.

    • Take Loan: Takes $150,000 Loan. Must pay back 25% per year or company takes 1 Major Loss.
    • Design Automobile:
      * Choose Low End (Subtract -1 R&D). Mid Level (Subtract -2 R&D). Luxury (Subtract -4 R&D from total spent).
      * All Available R&D Points subtracted by Latest International Designs.
