It clearly comes off like your threatening to take action against Togami, and thus everyone in the room for an action that your master took that violated the rules that the guard was telling everyone who entered the church.

To answer your first question: She is overtly protective of Adan and Togami just showed his hand. If Togami did anything at this moment, which he wont if things don't go wrong, then Kiyo likely would try to do something on behalf of her master.

Second: She has no other weapons other than her dragon form, and perhaps her base level power as being a servant. Doing anything other than staring down Togami wouldn't resolve anything.

Third is not a question and I can't answer whatever you're trying to say with that. I assume your saying that Kiyo turning into a dragon wouldn't solve anything which is quite obvious. If you're talking about Togami's power level he's the walking big stick that I can use as a gm to get rid of anything that would prove detrimental to the rp such as an unsolvable situation, or a dropped out player.

Alright I'll edit the post. However even if Kiyo did go Dragon Form Togami would still end up curb stomping everyone. He is a living deus ex machina level of stupid power. His normal magic doesn't do much to Kiyo. His trump card most or less guarantees victory the moment he uses it. The only reason he isn't going to win this war is for the mere fact he likes a fair fight.

"I thought I already said this to everyone, The church's priest will be here soon. I don't know where he went, or where he is. Sufficient to say he isn't here nor-" Togami began to say as suddenly the priest from the gate walked in and he went straight up to Adan. "I told you at the gate. Servants are not allowed in this place for the moment. The bounded field erected around here gave me a delayed response where is your servant? If you don't comply I will force you both to leave. This is non-negotiable. For the safety of the other masters I will not allow rule breakers to go about." commented the guard as he sternly went up to Adan. "Once you have allocated your servant you have three options: Have them leave the grounds and wait by the gates, leave with your servant, or failing both be forced off the premises immediately." commented the guard further. "You brought your servant into the church!? What the hell!?" Leon growled in anger as Togami frowned deeply in disgust at Adan. "If they resist, or if they try anything I will end this. I was hoping for today to not involve hostilities however I will not tolerate rule breakers. To me the law is everything the mere fact that you knew the rules about servants and yet you still let your servant follow you in says volumes about your attitude in regards to this war. Don't expect cheap kills when I am around." Togami threatened Adan as he showed a display of power. Despite the fact that the bounded field was also dampening the magic Togami's pure raw strength flared itself in a powerful aura around him shimmering as if he had some sort of magical cloak on. "Hold on master you must not cause a fight on hollowed grounds such as this you will also be treated as a delinquent." commented the guard as Togami turned off his sudden show of power just as suddenly as it had appeared. "How do you know it's this guy's servant who's in here?" questioned Leon as the guard acknowledged him without taking his eyes off of Adan. "That is on a need to know basis my friend sufficient to say we have our methods of tracking this sort of behavior when it's on the church's grounds." the guard said flatly. Togami took notice of the girl in the room for the first time since the man had arrived. He frowned and took a look at the girl who was frowning up at him. "The girl is the servant. It would seem my assumption is right. You're going to try and kill us...or you were weren't you? I let my guard down I assumed people would play fair in the church. I was wrong it would seem. So then what is your answer to the guard? I would hope it's not the latter..." growled Togami none to intimidated by the appearance of the servant in front of him. Leon however backed off quickly to the back end of the room. "Saber get ready for a fight I don't like where this is going." Leon commented mentally over his link to Saber as Saber responded almost immediately, "Master are you in trouble?" questioned Saber as Leon responded he wasn't entirely sure just yet.

@Kost AlterI would send Jeanne, or another servant to say hi but presence concealment being active really doesn't allow for that unless you want me to pull some bizarre Revelation shenanigans.

@Kost AlterI would do that but I don't want to preemptively kill off both of Charak's characters like a giant dick because Kiyo has a complex about never being away from their master. The situation is only being brought up because Kiyo is inside the church if she was waiting at the gate this wouldn't be a thing.

Togami wouldn't allow that option. If he can't bring his servant in, nor can the others such an exception would be biased, and baseless. Leon would agree he doesn't like the risk if his Saber, a literal saint incapable of doing anything expressly evil, can't come into a place of her own faith why should other servants. And Father Walter while he'd sympathize with Kiyo wouldn't allow it because he's a firm believer in the fact that rules are meant to be followed. He will not risk Kiyo's presence as it not only offends the other masters, but it would also be a slight on all the other servants who would come only to be stopped at the gate. No one knows about Kiyo's current status, and if they did it'd just make the more antsy to get her away from them.

Short story shorter: The church won't show bias, nor would they risk the other masters safety, and half of the current masters present wouldn't allow it anyway.

Then Adan will receive three options in the next post: A) Use a command seal himself, or allow the church too do so in his stead, B) Leave and come back later. or C) have Berserker executed. As is this is a story importance point I would recommend B, or possibly A. And with Togami there C is a guaranteed success. One doesn't fuck around with Togami and expect to win when they ignore the rules. I'm not sure if you were around in the other rp when I said so but Togami is indeed the default strongest mage in this roleplay.
