I no longer have "friends" who'll go out of their way to help me like I would them. I've been trying solve all my problems alone, while my whole life falls apart around me. So before you go criticizing anyone because you don't see the full picture, make sure you know you're actually doing what's best!

The Big 9 were merely housed here. Any affiliations with this government were merely as a result of external circumstances. The Big 9 itself, as a group, is not in any way a part of the city's government.

Waternaux hate the idea of being under a "foreign" government. If they wanted to live in the Alliance, they would have done that. But they chose the slightly more fast paced and luxurious lifestyle Waternaux provided. Their loyalty to an IA-run government was never destined to be high, so a terrorist attack as an outcry against the "occupation" is entirely feasible. Like I said, clever. Not game changing.

Sven: It never happens, but if the group's presence is causing harm to people not affiliated with that group, then yes. It's a policy never actually implemented in any cases, because of a particular subclause that mentions law enforcement rectifying situations and such. But yes, they can.
