Here, let me ask a few questions so we can make our way to a description: in what ways can he manipulate? More specifically, what does he do to things? Don't just say "manipulate", say, "changes x or y". What aspects of a thing can he change?

That's just the thing. If it is physical and it exists, he can manipulate it. Cars. Rocks. Boats. Metal. Everything. He isn't good with elements/chemicals at all, though. He doesn't understand how to manipulate them well.
Ice is easy, but if it was just water, he'd fail epically. Imagine him trying fire, heheh.
Basically, as long as it is a solid, he can manipulate it with ease. Weight plays a huge factor in this. The highest weight he can manipulate without injuring himself is 300 tons, as of right now. With how strong some of our characters are, it makes this a struggle for him. He can also ajust the speed of an object. Say that he throws a rock. Once that rock starts to move with kinetic energy, he can shift its speed. He can slow it down or speed it up. That has its limits as well, particularly weight.
You're still only phenotypically describing them. You're saying what it looks like, not what it is. You say he "manipulates"; what does that mean? And how does he shift the speed? By manipulating the kinetic energy? Please answer all of those questions. Don't add any information unless it's relevant at the moment.

As long as it is tangile in reality, he can manipulate it. Shape, form, properties, he can basically edit reality down to the smallest possible unit, excluding Code. He has no idea Code exists and cannot even scratch the surface of it with his ability. He can also only put out so much of his power before it does damage to him as well, such as getting a headache , or collasping and falling into a coma at the most. There is a failsafe set in that prevents his power from tearing him apart.
That is wide. Very wide. How is he able to edit it? Explain it in logical terms. It's good that there are limits to how much he can do, but it can't just be "I edit reality." That's just a phenotypic (excuse the misuse, but it's a good analogy) description of what he does. Maddie uses traditional powers like teleportation or just plain magic to change aspects of a thing on different levels of its complexity. It's not just "I edit reality on different levels."
