The Rasenshuriken is among the strongest wind techniques there is, but you can make a form of it with each release nature, to varying effect. Technically you could make it stronger by combining it with a Tailed Beast Bomb, which we'll be covering later. But yes, in general, the Rasenshuriken is the strongest form of the Rasengan.

Why is it better to throw? When it makes contact, it expands outward into a sphere. You don't want to get caught in that radius.

Well, part of the way to use it and the modifications to your body that will allow for endless chakra will prevent it from hurting you, personally, unless you were to get hit by the brunt of the attack by somebody else.

To start, you should probably learn the process of adding to the Wind Style Rasengan, then you can put it into practice once your body is prepared to handle the technique. The danger with this is that the chakra strings are so fine that they can cause cellular damage to you if you use it in close range like a regular Rasengan. This, the Rasenshuriken, will tear apart whatever it touches.

That's a good start, but wrong methodology. You need to pull in the air into the flow of the chakra, so that they flow together as cutting strings of chakra and razor winds.
