Honestly it's pretty simple.
However, there's a few extra rules for this.
1: Be incredibly clear with your charges. Do not pretend you don't know what I'm talking about, charging in the background of your post.
2: Rules of Engagement are as follows:
If you engage an opponent who is a tier higher than you are, you are allowed to bring a companion with you. However, if your opponent does not agree, the fight will not happen.
You may willfully engage an opponent who is a higher tier than you, as long as you agree that you will be at a disadvantage.
If you are multiple tiers lower than your opponent, you may bring along multiple companions. As long as all parties agree. As well, you can agree to fight them alone at a distinct disadvantage.

Factions are simple. To declare faction ownership, you must have at least three members as well you must describe a faction location.
Once these two requirements are met, it will be added to the world map.
Faction wars are dictated by all members of both parties.
Victories of faction members increase the size and world influence of the factions.
Losses of faction members decrease the size and world influence of the factions.
World influence is the draw for other characters to interract with your characters. The more world influence you have, the more dangerous you will be percieved.
Victory is a double edged sword, drawing too much attention to yourselft might bring numerous challengers. Probably, maybe. I might implement a point system or something.
The Tier List is pretty vague, though I figure you all know it pretty well. And if you do not, you can ask for an explanation. I added intermediary tiers between the normal tiers to give a bit more wiggle room.

Real simple stuff, just so long as folks aren't colossal assholes things don't really need much regulation.
Do try and have some range in your character's tiers, so not everyone is high or low. This is to give everyone a pretty fair chance at duking it out with everyone, y'know.

Alexandria:
As time passed, a single city rose above the rest. Strangely enough it was spearheaded by Alexander the Great, oddly enough he went on to create a citadel that dwarfed any he had ever dreamed. This citadel drew other powerful men and women, around it formed a city that became the most important location in this world. By many it is considered the central hub of the world.
Its Alexandrian venues and streets with parallel rivers give it an otherworldly appearance. It is timeless in its beauty, with towers of marble concrete. A strange but beautiful creation of this world. Where marble was harvested and ground down, mixed with stone, white paint and tar. This strange off-white beauty makes these streets both sturdy and breathtaking.
As with any great city, there is a major center for commerse and trade. As well as restaurants, bars, and gentleman's clubs surrounding the trade center. As the Greats adapted to this world where language meant nothing, they came to accept this new life. Creating civilizations among their own kind. With great leaders spearheading every great citystate, there was little in the way of total war. Though constant skirmishes were wholesale, these people thriving on battle did so to entertain their violent tendencies.
As a major centralized city center, there are travelers from every corner of the world. Aliens and demigods, warlords and god emperors. Alexander's citystate became the home to so many cultures and societies. It was set to prosper eternally, and with Alexander unlikely to ever leave his seat as leader, this was the way things would remain.
Alexandria is pretty central, though it does lie north of the Equatorial ring of landmass. It is peninsular and only has borders on the southern end.
Shen's Tavern:
A regal high class tavern on the outskirts of Alexandria, this is home and business to the Pandaren man Liu. With beautiful oriental decor it draws the eyes of any who pass it, as it stands out sharply to the marble concrete of Alexandria. Popular for some of the more alcoholic or personable champions of the World of War, this has become somewhat of a social center. As with most taverns, its layout is simple and elegant. Though it is the victim of occasional rambunctious customers who become unruly and rowdy, letting out their drunken rage on the other customers.
The Crystal Desert:
Remnants from the Architect's construct world, when a tournament was hosted in that land it managed to leave the world in ruins. The former glory is now a haunting ruinous beauty, with spires of strange mottled black stone and crystal spires that jut outwards from the ground.
Tracts of glass from the battlegrounds of their tournament show the depth of power that these warriors wielded.
Warriors come here these days to test their mettle against one another on the former battlefield, using the enormous pillars of black stone and spires of crystal as cover or even as weapons if they've got the strength.
It is a battleground for hardy warriors who are comfortable in the sunbeating days and frigid cold nights, though one question remains unanswered.
If every location is the domain of a champion, whose domain is this?
Backfields:
The domain of the warrior Dunnaman, it is marked in the center by a crater and an empty grave. A strange location, even Dunnaman himself doesn't quite understand why this is the location that came with him.
It's pretty much your standard grassland location, though there is a large patch of dead grass and dry dirt surrounding the crater left behind by some unknown impact. There are a few sparse trees and a few of them look like they're recovering from damage that they took at one point in time. There are a few stumps and a makeshift log cabin here, Dunnaman is frequently seen here.
The log cabin is pretty simple with a icebox, table, chair and a bed in the corner. Y'know, simple stuff. Dunnaman fiercely defends his domain from invaders, though never actually offends anyone else. He doesn't stop others from fighting in his domain though.
It's about a mile long, it borders the Crystal Desert on the northern end.

Question? Is SRI (shinra Inc) able to send in a team to participate or you keeping it cut off? I'd like to participate but disjointing characters kinda makes it a "what's the point" kind of feel.

Pandaren brewmaster with a dark secret at your service, not much of a fighter but if people are that desperate to battle him they could always mess up his bar.
Name: Liu Sho
Alignment: True Neutral
Age: 30

Race: Pandaren
Physical Description: Pandaren as a whole look incredibly similar to humanoid pandas, sporting powerful stocky builds and five fingered hands with opposable thumbs and claws. Liu Sho is no exception, standing at five foot five inches and with a wide body with deceptive muscle under his furry form. He weighs one hundred and twenty five kilos, but moves with trained grace and carefree stride. He usually wears the traditional garb of his people (see reference) and carries a large flask on his back.
Personality Description: Pandaren are carefree individuals who enjoy every day as it comes and live their lives carefree and happy. They prefer to avoid conflict, and Liu Sho adheres to this almost religiously hence his neutrality. However, when angered a Pandaren loses themselves in battle which can make them a dangerous foe, and ally.
Natural abilities: Physically as strong as a bear, Liu can lift four times his weight with effort. His claws can rip through flesh and his fangs have enough bite force to tear out a man’s throat with ease. On all fours, he can sprint at thirty five miles per hour, on two feet he can manage twenty. He’s agile for his size, through a life of training in martial arts and spirituality, although his drunkenness usually mars this grace slightly. He can move about as fast as a peak human, and his reflexes are at human peak, despite being drunk most of the time. He is also physically robust, allowing him to take hits but also giving him above human stamina.
His sense of smell is heightened significantly as is his hearing, his eye sight is about the same as the average humans but is only half as effected by the dark.
His body is as durable as a pandas, thick fur protects him from the cold and elemental attacks to some degree. Arrows struggle to pierce his hide and sword strikes thrown with the strength of an average human are only capable of minor grazes.
Adapted skills: Liu spent his young life in the ritualistic and spiritual monk training of all Pandaren, this has led him to develop skills in martial arts. This accounts for his unnatural grace, even under the influence. He is fond of a style of drunken fighting, where his senses are numbed yet his fluidity in battle becomes completely unpredictable.
He’s also an adept stave fighter, and can use a wide multitude of other weapons at an apprentice level, only modern weapons are completely unusable in his hands, and he’s not a particularly good marksman either.
He has a moderate amount of acrobatic skill and climbing ability, exceptional when considering his build and bulk. He’s also very good at making beer.

Liu is an elementalist, in all things the Pandaren believe in balance so he dabbles in the four major elemental powers, at the cost of any great expertise in any one, his elemental control is incredibly short ranged and always requires some form of gesture, but can be projected outwards like ordinary spells. His abilities with each element are as followed.
Fire: Liu can use his ability to spark up a flame in either hand and throw it a short distance, he can also augment his attacks with fire and essentially create it at whim at close range. All fire he creates dissipates at ranges above twenty feet or after five seconds have elapsed, preventing it from actually setting things alight for long periods of time. His average flame is about as hot as a camp-fire, though with certain combinations it can grow hotter.
Earth: Liu can raise rock around him to form dust clouds or destabilise the ground in a five foot radius around him by impacting it physically, larger impacts cause a greater shockwave effect and can even throw people backwards or knock them off their feet. He can also channel this ability into his strikes to do additional damage to structures or even enemies made of rock.
Air: Liu can use the air to only a small degree aggressively, using it to fuel his fire to greater heats or disperse alcohol for the fire. Passively he can hear words spoken from around a thousand meters away and feel significant breakage of a body of air in a radius of about fifty feet around him if he’s concentrating. It does allow him the ability to use air to speed up movements for short bursts and gives him a degree of control mid-air, though not at the same time as using other powers.
Water: Liu most prefers his manipulation of fire and water. With water he can manipulate liquids (so long as they are predominantly made of H20) and heal wounds. He can manipulate liquids around himself up to five feet at speeds fast enough to knock a grown man off their feet and volumes of around twenty litres. The magical healing qualities of water are near boundless, however Liu is currently only capable of healing light grazes and the like in battle, and must work hard for long periods of time and concentration to deal with serious wounds. (After battle)

There are also three magical alcoholic beverages which can be produced in the flask. The Flask was an artefact long lost by an ancient Pandaren adventurer and brew master. Liu adopted the role of its guardian after finding it by what he believed as chance in his wanderings. The cask is incredibly difficult to damage or pierce, but not impossible, any damage done to the flask magically repairs itself after a period of time directly proportional to the severity of the damage. Something like a bullet hole for example would take an hour to repair. The flask only works for Pandaren and is bound to Liu’s soul, which in the strange world he finds himself in is renewable. This allows him to track the flask no matter where it is taken, and it takes enormous power to completely destroy.
Magical Drinks: Using the Flask Liu can create drinks with magical effects which he can then consume. He can only be under the effect one at a time, and all come with minor set-backs (not to mention increased drunkenness.)
Xian’s Steadying Ale: Provides Liu with resistance to fear and magic, it also makes him incredibly difficult to unbalance by force, however he grows slightly more sluggish and heavier, dropping his speed down to more average human levels.
Lian’s Supple Brew: Provides Liu with an added grace and agility, allowing him to move roughly twice as fluidly and fast as before. It also heightens his to twice human peak, however he also becomes easier to knock over and seems lighter.
Warrior’s Spirit: Forces Liu into a beserker rage with doubles his strength and endurance, and allows him to use his fire power with more force, but only at melee range. This drink allows him to overcome paralysing and poisoning agents for a short period.

Her striking blue eyes she tries to hide behind sunglasses for some reason. Her usual attire seems to come in forms of black and mostly tight fitting as she pushes the boundaries past the dress code. She is strangely athletic despite her appearance.

Psychological Evaluation:
Ms. Hyuga's mental state is questionable at best. She has one of the most addictive personalities I have ever seen in my career. She is addicted to her job and its lifestyle. She is an alcoholic, gambles, and an adrenaline junky to name just a few. I would list more but I don't have any proof of her behavior to document. I don't know how she has gotten this far in her career without going over the edge.
She is extremely smart and is able to cover for herself when needed. I keep requesting that she see a therapist full time but somehow she keeps getting out of the sessions.

Jen was a normal student with decent aptitudes for multiple fields of work. When her sister [redacted] went missing Jen let her post high school grades slip. She tested into the ShinRa special projects division, but due to her slip and failing her psychological exam which labeled her a security risk they dropped her. Spending a few months being bounced around departments she finally landed in the PEO Vice Division.
Employment Records:
Over the last three years Officer Hyuga has been responsible for the dismantlement of many illegal drug and Alien Smuggling rings. She is constantly on the verge of termination with three write ups hanging over her head. As soon as one falls off she receives another for some reason or another. Currently she has asked to be transferred out of Vice and into the Corporate Division which deals with ShinRa's policies outside the city and on other worlds.
ShinRa Side Notes Notes:
Bio-Location- Jen has demonstrated many times she is able to lock onto someone once she gets a read on them and just know where they are at all times. It's an odd gift and probably one of the reasons why she is able to accomplish so much in the department.
Combat Training- Jen has mastered her CQC(close quarters combat) training along with her firearms training gaining SSS ranks in each discipline. It is of note that she has been training privately on her own time with other disciplines for example sword play.
Fusion states- Jen absorbs the souls of monsters or sentient beings she has killed and can use them to fuel and strengthen the demons residing in her head. Once properly freed she can fuse with its soul gaining their abilities and strengths.
Soul Graveyard- Deep inside of Jen there is a graveyard where she can funnel excess soul/life energy to power up Demons and Various monsters hidden inside of her. Whether they were always a part of her or for some reason her “head” is a graveyard for dead monstrosities its anyone’s guess.
----Monster Souls-These are souls of powerful monsters Jen has slain or helped slay and has formed a fusion with them. She takes on an altered appearance and takes on their traits.
-----------Behemoth- Jen can fuse with a Behemoth soul giving her horns and larger forearms and hands with claws. Her physical strength is vastly increased as she gains the ability to call on some of its monster magic that a behemoth would know. Ms. Hyuga's mental state is questionable at best. She has one of the most addictive personalities I have ever seen in my career. She is addicted to her job and its lifestyle. She is an alcoholic, gambles, and an adrenaline junky to name just a few. I would list more but I don't have any proof of her behavior to document. I don't know how she has gotten this far in her career without going over the edge.
She is extremely smart and is able to cover for herself when needed. I keep requesting that she see a therapist full time but somehow she keeps getting out of the sessions.

Pre-Employment History:
Jen was a normal student with decent aptitudes for multiple fields of work. When her sister [redacted] went missing Jen let her post high school grades slip. She tested into the ShinRa special projects division, but due to her slip and failing her psychological exam which labeled her a security risk they dropped her. Spending a few months being bounced around departments she finally landed in the PEO Vice Division.
Employment Records:
Over the last three years Officer Hyuga has been responsible for the dismantlement of many illegal drug and Alien Smuggling rings. She is constantly on the verge of termination with three write ups hanging over her head. As soon as one falls off she receives another for some reason or another. Currently she has asked to be transferred out of Vice and into the Corporate Division which deals with ShinRa's policies outside the city and on other worlds.
ShinRa Side Notes Notes:
Bio-Location- Jen has demonstrated many times she is able to lock onto someone once she gets a read on them and just know where they are at all times. It's an odd gift and probably one of the reasons why she is able to accomplish so much in the department.
Combat Training- Jen has mastered her CQC(close quarters combat) training along with her firearms training gaining SSS ranks in each discipline. It is of note that she has been training privately on her own time with other disciplines for example sword play.
Fusion states- Jen absorbs the souls of monsters or sentient beings she has killed and can use them to fuel and strengthen the demons residing in her head. Once properly freed she can fuse with its soul gaining their abilities and strengths.
Soul Graveyard- Deep inside of Jen there is a graveyard where she can funnel excess soul/life energy to power up Demons and Various monsters hidden inside of her. Whether they were always a part of her or for some reason her “head” is a graveyard for dead monstrosities its anyone’s guess.

Oh sorry man, they keep scheduling me every day, yesterday was my only day off that week. I kinda vegged out all day, got some food and relaxed.
He would come with all of his equipment, fully repaired and the like. Unless an injury defines you, you wouldn't have it anymore.
Shin's eye is still popped and stuff like that.

Also, I'm real sorry for how long this is taking to start up. I think they're intentionally scheduling me so I can't get rest. I think they're trying to make me quit my job, they've hired two guys who look to be my replacement if they can get rid of me.
They don't like me, I know this pretty well.
But the problem is.
I'm not a Race Horse, and they can't change that. But if they're trying to work a Work Horse to death, they're gonna be trying for a while.

I guess I could go with this one as my main character with maybe a few tweaks (a slight tier increase?), if you guys like her. I have an idea for another main character who I might also go with if I can think up all of his details.

My friend I told you this before, it is you who shrugged off my comment.

Like I said, you can have a faction. Any character group is welcome, but there isn't connection to the rest of the Multiverse. If you need it, make it part of your faction home.
If you have several people in your faction you have more room and the like. Obviously NPCs don't count.
However, a group of people willingly sent is out of the question. Considering nobody knows about it. If they're a powerful and influential group, then they are already here.
Edit: Also there isn't much of a point yet, to try and make a unilateral storyline among characters who range from demigods to alien mindmasses isn't easy.
As of right now, this serves as a character building exercise. And once the setting is made, the story can be written.
The setting writes the story, my friend.
I imagine that means, should I be able to join in the future, I can't have a random Nova get displaced from the Yggddrasil Train Station/Tracks, into the World at War

You could have them THINK they were randomly displaced, and have them be wholly convinced that they were. Even going so far as to tell other characters that they were.
