I don't know if they were revealed earlier but are the masked wizards part of the Council or of something? I though they weren't from the Council in the beginning and with your last post Silver Fox I they seem to be working with the Council

If they are actually working for the council hasn't been explained. But they don't react too much with the council other than Sayuri's father.
