A bit more grassroots than his usual national or international business practices, but the fact remains that he cannot maintain optimal information networking, nor provide adequate cover for operations (legitimate or illegitimate) without multiple contracts and holdings in multiple locations worldwide. The stable income for the company is a welcome addition, as well.
His daughter, Alicia, made initial contact, owing to her (optionally) less abrasive social skills. She has done excellent work, setting up shop for the past year as he remained in their last holding in Seattle. Caesar followed six months after, procured temporary housing, and is considering the move the proper venue for a well earned, long term sabbatical. And make life interesting for his daughter.

Disgusted by the whole situation, Caesar retired from the Mexican Federal Police. In his opinion, it was too corrupted by the drug cartels to be useful to its people anymore, a hypocritical organization feeding upon itself. Instead, he emigrated to the United States to work with the DEA (and occasionally FBI/CIA), taking on jobs they deemed too dangerous to send in one of their own, or to have plausible deniability of their involvement. These people, though assholes in their own right, seemed to actually be interested in doing harm to the cartels. And it sated his desire for violence. He remained a part-time government asset, based out of San Antonio, Texas.
In this time, he married a Senorita Maria Santiago. They had a baby girl, Alicia. Very shortly thereafter, he liquidated his holdings and founded Machete Security Solutions, a private security firm made up of former military, law enforcement, retired Federal agents, and the like. He even trained a cadre of his own men from scratch, including his little Alicia, to act as his go-to people. They took contracts in many global hotspots, took jobs with corporate security, bodyguarding, and the like, including some unofficial and grey market contracts with various government agencies.
Caesar spread his badassery worldfuckingwide.
He moved his family and his business away from the desert and into the foothills of Appalachia; Chattanooga, TN. The proper infrastructure was in place, land was relatively cheap, not too close and not too far away from first-strike targets if the shit really hit the fan. He put his girl into college, despite much bitching from her end. Business ran well, clandestine and above board. He even sought professional help for his mindnumbing anger issues; his therapist recommended taking up bird watching as a means to channel his more aggressive energies into something more relaxing. Shortly after, the good doctor took his own life. The official coroner's report listed cause of death as: "Lobotomy via Garden Weasel, Self Inflicted". There was some professional disagreement concerning the findings.
Caesar kept the books, and actually got around to watching birds.
Life Since You Moved In:
Since moving in, Caesar has admittedly looked into the professional assets in play in Justice, CA. This is mostly as a hobby than a true pursuance. No, it is more accurate to say that he wishes to keep a physical presence near new acquisitions and keep abreast of the latest changes to his company and the industry. Alicia is the future of Machete Security Solutions. Unless an active operation is in play, or some old-school violence is necessary, Caesar is content to allow her, and her associate, Lorna, to handle day-to-day activities of the company. His biggest responsibility is approving financial allotments.
As he is technically on sabbatical, Caesar spends most of his time figuring out how to best get into trouble next. What Brings You To The City: After his partner's death, he needed to leave Baton Rouge. He wasn't going to leave the country. Fuck that. But he needed far away, and a place that was hot. He did his research, and Cali fit the bill perfectly. The Retro feel of the hotel fit him more than fine. His precinct allowed it and bam, here he was.

Whether it was before or after he was born, he never got a clear answer. His Aunt was a bit older than his mom, and both women took turns raising him. They moved to Baton Rouge, LA when he was 5. By the time he was 15, he was known as a delinquent with a mean streak, prone to fighting before and after school, if he even attended.
Oddly enough, he never got into the whole drug scene. Sure he sold some weed and coke here and there, but he never tried it himself. He wasn't about to end up like his mom. Jospeh prefers toothpicks in his mouth instead of cigarettes. He started drinking hard liquor when he was 17, but always had a handle on it. He made sure with that shit. Before long he knew he wasn't fit for college, even if his mom could afford it, which was impossible.

As the young maid ran into the alleyway to be confronted by the Ghoul, her brother clutching her skirts, she suddenly screamed in terror. An explosion of fire wreathed the alleyway in flame, and the maid uncovered her eyes to see the ghoul scorched and dead. Behind its smoldering remains was a dashing young man with his palm out, in darkly colored robes she would think befit a noble. In truth they were his standard Dalaran robes, and they had seen better days. So had the young man.
Nathoric grimaced from the heat, and wiped the dirt and sweat from his brow with the back of his arm. "Abominations" he breathed in disgust, and pointed towards the door at their left. "Get inside, quickly!" he ordered her. She didn't need to be asked twice, even lifting her younger brother up and lugging him inside. As they passed him, he could see more clearly towards the mouth of the alley, and the ghouls streaming across the town, ravaging the last remnants of the footmen. Just my luck. I left the cooking pot and fell into the fire. I'll never make to Andorhall at this rate. Still, there was something about this town that tugged at his mage sight. Something elusive... If he lived he'd investigate further.
He began preparing his most devastating spells as he moved forward toward the fray, ready to burst out of the alley with fire and frost and arcane magic. In truth he wasn't that powerful of a mage, even if his magical repertoire and power had increased significantly from surviving through the destruction of the Capital city and its outer lying villages. When he had traveled earlier, he'd only met small packs of Ghouls either licking their wounds or in the midst of combat with ragged humans. The force he saw streaming past him was a wave of enemies unlike any he'd yet seen. Still, he had survived so far.

A younger man and an older, more boisterous fellow. Not about to ask questions, he stepped out into the wider streets. Arcane first, he ordered himself. Purple tendrils of energy arced out of his fingers and struck ghoul after ghoul, knocking down and damaging more than killing them, though 5 lay dead to his satisfaction. Dammit, not enough. He quickly slammed his palms together in a clap, yelling out an arcane word of power in unison. Another explosion of fire rolled over the damaged Ghouls in a wave, and he didn't stick around to fight the rest of the horde, making his way over to the two men and the... quite attractive woman. Where had she come from? He sensed something about her he could not quite put his finger on.

What Brings You To The City: Lyle ended up in Justice for a couple of reasons. His first and most important reason is that there would be more job opportunities here than back home, and well hopefully the danger levels would be a bit better off than he had had back at home. He wanted a new place to start afresh in his career and to take one more course to complete his training as a lawyer. Since back at home he was seen as a stupid rookie and easy to take advantage of, he thought a new start in this city would make him seem not so bad if he just came out of nowhere. Another reason for that is he might've made a few bad connections back home with some groups of miscreants that he kinda got scared by. Of course all of that is true but it's not the only reason he travelled here.
He also travelled here to escape the clutches of his sister. His sister had had an obsession with him since they were young kids, always teasing and belittling him. She knew everything about him, always being stuck to his side through his life, an annoying twin is the facade she had, but Lyle knew she was up to something else. She wanted him for her own, she was obsessed with him and he hated it. So the best option was to flee the state, get as far away as possible, get to this big bustling city where he could live out his life uninterrupted.
Life Before You Moved In: Lyle was born in Oregon, to a single mother, his father nowhere to be seen. He was born with his twin into their struggling household, their mother working two jobs to keep their income steady and the two of them safe. To this day Lyle has no idea what her jobs were but he knows they weren't desireable. He was put into a rough elementary, he got a small group of friends, all was well. He began to show an interest in technology and was seen as a very good writer by the time he entered high school. He did well in most classes, but only really did well in Computing, Music and English, even then barely scraping marks in Music, but marks were marks to him and he wished to get more education than his mother. Luckily his mother had started to give him money so he could buy some DVDs for his growing movie collection.
During highschool however, his friends started to get interested in getting more money, his group of friends slowly turning into a group of hooligans that were doing some crooked jobs to earn some cash. They dealt in drugs and beating up people, Lyle didn't approve of either of these but, beggars can't be choosers. He accepted the group's fate and instead started to study law as hard as he could. This began when he was 15, hoping to be of use to his friends if the need for a more legal intervention ever came up. By the age of 17 it became his passion, Law that was, being interested in any local cases and court hearings. Of course his sister didn't approve of his friends or his interests, always making fun of him and stealing his books on Law, so he had to start hiding them in his room where she couldn't find them.
He always ended up fighting his sister to even get out of the house, she just wanted him to be in the house with her and their mother, who ironically was hardly there. By the age of 18 he watched her destroy his laptop just cos he got accepted into University and she didn't. He tried to avoid her since then, moving away from her and his mom and started going to university. During university he made friends, had a few relationships that didn't really go anywhere. He was seen as a good lawyer, but never seen as a very morally grounded lawyer.
He was 26 when he had decided his sister's rampage had gone on long enough. He had all the education he thought he needed and one day he bid all his friends goodbye, most of them only hanging around with him for his skills of lying to the cops and getting people out of trouble. He hadn't talked to his mom in 8 years, his sister still lived with her, but he'd never heard anything of his mother, so he refrained from bidding her farewell.

He's started to enhance his knowledge on the gangs around the city, getting to know some of their whereabouts in case he ends up getting a client that involves them when he has to try and get them out of shit.
