Well, most of them are passive "qualities" her transformed form acquires, but not all; and they all are tied to the Noble Arm activation, so they are there when she calls upon Magnanimous Unbound Sun and not there when she is not doing that(apart from the lingering effects of them on her body or mind - if her immune system acquires antibodies against particular toxin, those aren't going to suddenly vanish with the regeneration - they are completely normal part of her body, as is more dense bones and skin or golden eyes and hair).

Sanguine is a bow which requires blood to activate all of its abilities, Alex can only supply the weapon with a liter of blood before growing dizzy. Taking a quarter of a cup of blood upon simply activating the bow, in exchange for this sacrifice the bow grants Alex slight boost in strength and endurance while a moderate boost in agility and her acrobatic abilities. With the basic payment of blood, Sanguine is a bow which is obviously like no other as a Noble Arm which is capable of shooting any projectile strung on its string farther than any bow imaginable and with more force than any style of bow. While also giving her the ability of clairvoyance to track down fast targets from afar, capable of shooting at her furthest from 1 km away and accurately before declining in accuracy due to lack of power in her shots.

When firing a projectile through Sanguine, it will be covered in a thin layer of blood which will cause it to 'seek blood' granting it a basic homing effect on whoever he fires it, allowing it to curve if it has space. Each projectile fired from the bow gains this effect involuntarily as it spends a 1/10th of a cup of blood per fired ammunition. She can also create edgy arrows out of her own blood which cost about a cup of blood each, i takes 3 seconds to form before another 2 seconds to fire. These arrows possessed enhanced piercing capabilities capable of going easily through armor and bulletproof glass with the ability travel up to 2 km.

Sanguine can only be used safely until 1 liter of blood before she will start becoming dizzy up to a maximum of 2 liters before having to stop or risk inflicting further self-harm. (4 cups is equal to 1 liter)

Indeed. It's more of a repellent and personal defense than means of damaging a person - though the dust is indeed INCREDIBLY fine and as such one applies incredible pressure to his flesh when pressing against this mist. My primary attack is just encasing anyone who will come into my range.

Noble Arm: Called "Speer des Waldes" (ger. 'Spear of the forest'), this wooden spear has plant-like properties.
Noble Arm Abilities:
Rank: D+
The wielder of this spear can apply telekinetic forces onto it, and only it. The force, while theoretically limitless, is limited by how much the spear can withstand, and the wielder's remaining stamina, as exerting the forces on the spear is as exhausting as if one would apply the same force with one's own hands(in case of forces meant to alter the orientation of the spear) or legs(in case the forces are meant to alter the location of the spear). However, apart from how quickly the wielder is exhausted, the spear does not grant additional senses for its location or velocity, if one were to lose it, one could still control it, but one would not be able to know what the spear is doing and where it is.
Still, this can make this spear a dangerous long-range weapon, as continuus application of the telekinetic force could accelerate it to extreme speeds over long distances. If accelerated long enough, the sheer impulse of the speer could allow it to destroy about anything, although it would likely be a one-time move, in light of the required distances.

Derived from this, if the one was to balance on the spear, one can fly on it, until one falls off or becomes too exhausted.

While spearhead normal is a hardened bud, it can blossom if the wielder desires. The unfolded blossom is rather large, making the spear look like an umbrella. In this state, the blossom can easily be used as a shield against blunt forces of most magnitudes, and due to its high water content it can also shield heat very well. Due to the leidenfrost effect, very extreme heat can be shielded almost perfectly.
The blossom's leaves can be comparatively easily cut or frozen though.

Lastly, the blossom can release special pollen, which will speed up the healing process of any lifeform greatly. The pollen will also cause the spear to quickly regrow any damaged parts, and plants exposed to it will start growing quickly. (The telekinetic force can be used to shape the cloud of pollen.)
While already created pollen places no strain on the wielder, creating the pollen is a rather large strain, comparable to a marathon 1:600 (one second of creating pollen is comparable to 10 minutes of running a marathon).

Personality:
Aiming to make as few mistakes as possible at any point in time, Reinhard always considers the consequences of his actions before doing anything, and as such naturally always prefers fully reversible actions over irreversible ones, even if an irreversible action seems to be the perfect solution. Cool, calm, and analytical, Reinhard is good at logic, and has a mild dislike for people who ignore consequences, simply because his own way of life is all about considering them.
Despite this, he usually does not study for tests, as he deems it a waste of his time, instead relying on his talents and naturally growing body of knowledge.
Due to this some of his grades are excellent, if not perfect, while other grades would almost let him fail his corrosponding courses, however he deems those courses useless too, the consequence for failing them relatively ignorable.
While he views graduating from the academy as something good, he does not view it as essential, as his plans don't involve him ever needing a graduation certificate at any point int time.

Reinhard was born in Germany, and had lived there for most of his life, only moving to the Philippines to study at Trinidad Academy because he failed the entry exams of the local noble arms academies. He failed because the tests assumed the skills of a person were always destributed relatively equally, which was not the case for him; he was a savant in several matters, but untalented in a few areas regarded as important in the german Noble Arms system.

I know appearance(of both the char and the noble arm) and bio are rather short, and personality is IMO a bit indescriptive too, but it's midnight and I am too tired to continue at the moment. I'll add to them tomorrow. The rest is more or less done, so critique is appreciated.

Noble Arm Abilities:

Hope Sense - Pablo can sense hope, despair, or even related emotions such as anticipation as long as he has his Noble Arm summoned. This power extends for ten meters in a 360 degree angle around him, allowing the boy to sense people sneaking up behind him.

Hope Manipulation - The Kalis can use Pablo's own hope to create hard-light constructs that are as strong as Pablo's willpower, forcefields which are the same, and of course, heal people. However, the weakness of this is that it uses up hope, meaning that if Pablo overuses it, not only does he get the normal effects of overexerting himself, but he also falls into deep depression caused by, well, emptying his reserves of hope.

Willing Gift of Hope - Pablo can take another person's hand, and, if said person is willing, take part of his or her hope in order to power his weapons. Can be used on multiple people.

List of Hope Manipulation Constructs:

This is by no means an extensive list; also, Pablo can choose what color his constructs are.

Basic Shield Aura - Pablo projects a basic shield around himself; said shield is a construct that he can move telekinetically and otherwise manipulate, allowing him to fly, float, or add speed and force to his movements. Color is most often Pink.

Wings of Light - Pablo manifests two Angel-like wings from his back, which can be used for additional flight, but are more often meant to intimidate, buffet objects like a blunt club, or sharpen themselves so that they can cut through steel. Colors are most often Pink, Purple, or Rainbow.

Rho Aias - Pablo can create a shield made up of seven flower petals made from light, which, again, is as strong as his willpower. You know the drill; it's colored Pink.

Bigsby's Giant Hand - A giant hand that can be used for punching, holding, and breaking things.

Imitation Object - Pablo can make a hard-light duplicate of an ordinary object, or even a Noble Arms, that has the same colors as the original, but upon touch, is easily detectable as a hard-light object. Useful for deception.

Enuma Eilish - Pablo can create a tornado of energy around his Kalis, and unleash said tornado as a blast of light at a target or group of targets. However, the power of said blast is dependent on 1.) how much hope Pablo has, and 2.) how much hope others are willing to give him with Willing Gift of Hope. Thus, depending on those two factors, Pablo's Enuma Eilish can be C+ Level or even A+. Again, depending on those two factors.

Personality: Pablo is a naturally reckless person who relies on his powers too often, but can take advice when needed. He also has a high opinion of himself and his intelligence, as well as a sense of self-loathing whenever this high opinion is proven to be wrong. Despite this, however, Pablo is a kind person, one who focuses on helping others as well as himself, and is aware of his flaws. He is someone who wants to have friends, and goes to great lengths to get people to like him and keep liking him.

Bio: Pablo's great-grandparents were migrant workers who came to the city of Manila in the Magsaysay Administration, looking for opportunity, and unlike many others, finding it. While said great-grandparents were menial workers, their children, Pablo's grandparents, were lowly clerks, while Pablo's mother became a lawyer and his father an Eskrima instructor. And so, Pablo grew into some wealth and affluence, despite his mother frequently taking on cases for free. Despite this, Pablo's life seemed normal, although he was more intelligent than his peers by a large margin, to the point where he took advanced classes. This made him feel isolated, and also the target of bullies. It became worse when he realized that he was bisexual early on.

He was afraid that if anyone found out, he would be expelled from his family and left out in the streets; he didn't want that. But at the same time, this was what he was born with, and he couldn't change it - he tried. The only people he can confide his secrets to, as well as doubts, were people on the Internet. Yes, foolish idea, but as long as he didn't reveal his name and personal details, he would be all right, right? Wrong, because eventually, one of those people, a woman, found out his personal details and tried to blackmail him for money.

Pablo had to make a choice; risk his secret coming out, or steal from what was not his? He chose the former, and he 'came out' to his mother that day. Surprisingly, his mother was understanding; not entirely approving, but not rejecting, either. And so they chose to confront the potential blackmailer together, Pablo's mother had a gun, just in case.

The blackmailer turned out to be one a former plaintiff that Pablo's mother had successfully prosecuted, and now sought to ruin the life of her family in response. She was also a Noble Arms master with the a Gauntlet that controlled darkness. Caught in a trap, Pablo and his mother risked death...until Pablo manifested his own Noble Arm, the Noble Arm of Hope. Taken by surprise, the blackmailer was defeated through a combination of quick moves and sucker punches by Pablo. And after that, the boy transferred to Trinindad Academy, rejecting offers from more reputable institutions because Trinidad Academy was both in his country and closer to home.

Besides, he wanted to see if the New Director can pull off what he promised...

I'm pretty sure Juggernaut-Scouring Stars was made a specific sub-skill because it requires imagining extremely fine dust, which is hard and necessitates specific rote-training.

Does this cover only things specifically meant to be projectiles, or it's literally any projectile? Can you string a handful of water or sand? A blade of grass? A ray of sunlight? Some words?

I'd start with making him more extensive and well-defined, tbh. List half a dozen of hard-light constructs he uses the most, or something akin to that. Otherwise, I'd say he's fine.

It can shoot anything that can be normally strung, with the exception of the blood arrows cause... magic but yeah. Outside of the blood arrows, nothing else can fired that are that weird. So no instantaneous sniping with light arrows and all of those shenanigans, but swords, javelins, and anything else that can look like it can be strung can be loaded onto the bow (it's just not practical to shoot with, but if its a Noble Arms with an AoE watch out :P).
