So a couple questions.
You gave the history of the digital world, but what about the human world? Specifically, does the digimon franchise exist there, or are digimon a total secret to humans?
Is degeneration on command a thing here or is digivolution permanent unless it's specifically a temporary digivolution?
And if a digimon appears in the game index you linked to, is it safe to assume that all their digivolution lines are allowed or only the lines given in the game?
For example of these last two, could a Bastemon be degenerated into Mikemon and then a Salamon, then digivolved through BlackGatomon into Ladydevimon? Or would it be stuck in the Bastemon line forever, even if its "standard" form was Salamon? Or could Lopmon digivolve in V-dramon or is that not allowed since it's not a line shown in the game?

I've been looking over other Tamers and I kinda wanna put some more diversity into the RP.

1- Digimon are unknown to the general population. They may or may not be known by one or more government agencies.
2- Degeneration occurs in Tamer-bound Digimon most of the time, when their energy is depleted. When a Digimon without a Tamer degenerates, it's a real possibility that they may die.
3- The site is a guideline, since the RP is based on the Digimon Crusader game.
4- That all depends on two separate things: the type of Digimon data the Digimon has absorbed, and the Tamer's emotional state.
5- It would need a good reason, based on its lineage (yes, Digimon reproduce in this; in order to keep it PG-ish, reproduction is akin to how Engineers reproduce in the Halo canon).

Well that makes my plan to abuse digivolution a bit more difficult, heh. But it definitely helps, so thank you for explaining. With that I can get to work on a CS, I'll try to get it done soon. Might recycle one I made for a digimon RP that wound up full and adjust it for the differences.
I'm a bit confused on the reproduction though. Is that comparison as in "they reproduce using surrounding data, so where they're "born" matters as much as their parents do" or is it more just "the parents take part of their data and combine it together into a new digimon?" Knowing isn't all that important if Tamers don't have the ability to force degeneration lower than their "base" form though.
And I guess my final question so I can build my character's team is: What about digimon that don't have a digivolution line? Would any plausible line work for them, or are they automatically DNA digivolutions, or...? Splashmon, for example.

@DarkwolfX37 In this case, a Digimon can have more than one parent. Each parent contributes data from themselves into the new DigiEgg. The more varied the parentage, the greater the span of evolutionary possibilities. I'm not one hundred percent sure what you mean by that last part.

Ah. That makes more sense.
Sorry, Splashmon was a bad example because it was given the "none" level. A better one is Volcdramon, an Ultimate level digimon that the index doesn't give the digivolution line for. So would it only be available through DNA digivolving, or would it have to be found wild, or would any plausible digivolution line, Greymon for example, be able to digivolve into it?

Interested and currently working on a character, a couple of questions, though.
1. If Ban-TYO is active does that take Bantyoleomon of the list for acceptable partners?
2. To what extent are alternate forms acceptable? In my case, I kinda want to use Blackgatomon's line for Mervamon but she's only listed as an alternate form for Minervamon rather than a digiolution from her. I also kinda wanted to use Madleomon as a sort of a dark digivolution for a leomon line even though he isn't technically listed as such in any sort of offical line and is a None level. Would something like that be okay?
3. If I did end up using a leomon line would it be okay to have him stay in his champion form even though he's not that small. Just think it would be easier instead of three Elecmon running around
4. Would doing something like having both Gatomon lines be cool or would that be monopolising? Don't want to step on any toes.

In that case I've got to somehow get a Beelzemon and that felt a little weird since the history involved the Demon Lord digimon. Even though BeelStarmon doesn't have a digivolution from it in the index, the only place any "digivolves from" is listed is wikimon and it gives Beelzemon for her.

@Drakeonis So many good questions. :)
1-Yes, BanchoLeomon is off-limits. _{That is, until he dies like a Leomon in almost every series.}
2- In the case of Mervamon, she could serve as an Ultra form, while Minervamon would be its Mega form. MadLeomon would be an acceptable Dark Digivolution, and could count as an Ultimate.
3- I suppose that'd be fine. The Leomon in Tamers pulled it off.
4- Seeing as how Gatomon is one of the more popular Digimon, thanks to Adventure, I'd recommend using either one or the other.

@DarkwolfX37 Well you could use Fusion Beelzemon. I would consider them separate entities.
