these are they. I may do a little more prettification with colors and better banners but the details are done. might see if i can think of perks but so-far nothing has sprung to mind.
PHYSICAL APPEARANCE
Shen is an asian woman with chin length black hair and brown eyes . Physically she is relatively slim and while she is physically fit enough to run combat detail (thanks to cardio) she is much more suited for her chosen profession of being elbow deep in strange machinery. She wears elbow length fingerless gloves, a sleeveless jacket and xcom personnel shirt along with trowsers with plenty of pockets and a belt with various pouches of tools and a data pad.

BACKGROUND INFORMATION
When Lily was 8 when aliens took over the planet. Her father Raymond Shen, was head of xcom’s engineering department and as a result was a wanted man by the aftewards formed Advent coalition, a global government formed by the aliens to rule the conquered earth. She and her father went on the run, avoiding the advent controlled cities while also continuing her education. They both eventual rejoined xcom, which was now a resistance movement, and worked on restoring a captured alien cargo ship that became known as the avenger. When Raymond Shen died she took his place as xcom’s chief engineer.
With the commanders return xcom began an active and more effective fight against the alien occupation. Shen’s expertise were vital in developing many of the tools and weapons xcom used during the war. It was during this time that she learned of her ‘brother’ julian, who lured her and a squad to the mech production facility he had been trapped in by hacking the Avenges systems.
Julien attempted to force Shen to free him by downloading him into a unit made by their father called a SPARK unit. However it turns out that that unit had infact been made as a guardian for lilly and not a host body as Julien had believed. The rogue AI was subsequently defeated after he tried to used a Sectopod to kill the x-com squad but in the process opened himself up to permanent destruction.
Later Shen recovered the AI from a copy that inserted itself into the avengers systems and after adding certain restrictions and making a few changes used him as an AI to control the SPARKs used by xcom during the war. Julina was not happy with this situation, having gained the body he desired but not the freedom that should have come with it. Everybody else enjoyed the irony of the situation.
Xcom eventually triumphed over the Advent coalition, destroying their leaders, the elders, and disrupting their military’s psionic control network. It was during the rebuilding process after the war that “the event” struck. Shen and a Julian controlled SPARK she was using for heavy lifting where inspecting an Advent installation when the universe fell apart. The two of them and the small group of civilians from the site managed to make it to Two Fort.
~SKILLS~
Basic Firearms Training - knows which end to point at the enemy and where the safety is. Not exactly an expert marksman but she can help provided firepower if it is needed. If someone can find her a gun that is.
Engineering/Robotics/AI/Reverse engineering/Hacking - Shen was the head of the Xcom projects engineering staff and you don’t get that job by being a crappy mechanic. Shen has a lifetime of training, experience with both repairing high and low tech machinery and taking recent scientific discoveries and converting them into usable equipment. If it has to do with machinery Shen can probably do something with it.

ROVER - Rover is Lily’s custom gremlin unit and he is a step above the rest, with it’s own learning AI it performs much better than even the alien tech upgraded ones specialists where using at the end of the war. It is unfortunately a rather power hungry device and is currently out of juice. Rover has a number of abilities:
Hacking robotic enemies and either shutting them down or making them fight for her. Note that it is possible for the original owners to unhack their robots, which generally happens after a few minutes.
Capacitor discharge is the ability to let out damaging electric shocks, either to hurt one foe or all foes in a large area. The bigger the shock the larger the energy drain.
Long range scanners that can detect hidden foes. Energy intensive maneuver.
Delivery droneThe ability to carry and dispense medical sprays or other items.

While advent troops inexplicably ignored Gremlins in combat it is unlikely others will give the hovering drone that courtesy, Rover is a complex and delicate piece of equipment that might be very hard to repair. Overall Shen’s combat experience is low, there are stronger fighters and better marksmen out there, Shen should not be a priority for good weapons equipment and should probably only be in combat if her specific skills would come in handy
Shen hates being inactive, any amount of time that is not spent improving their situation is a moment wasted. As a result she is rather tense and dislikes complacency. Advent and Julian have also left her with a poor impression of non human sentients and she is unlikely to trust them or to like working with them. She only tolerates Julian because she knows she has him completely under her control.

Hacking - julien is expertly capable of overrunning software security measures, though he pointedly unable to take over other robots. This can be done remotely using the Bit unit.
Target acquisition - Julian is a capable shot with weapons and can do things like calculate ballistic trajectory much better than humans can using maths and range finding. His mechanical body is also a far more stable firing platform as he does not breath. He probably takes longer to line up his shots than a human who relies on instinct and he also can't feel things like the wind direction on his own.
Tanking - robots are made of metal. Please stand behind the robot as it provides cover.
Basic melee expertise - while “take movable part of robot and hit them with it really hard” is not exactly the pinnacle of CQC it is very effective if the target fails to get out the way.

Julian is supremely arrogant, believing he is superior to everyone else. He is also impatient and short sighted, often making decisions without thinking of what his follow up to that action will be. He has an intense aversion to cooperation in general, he is entirely in this for himself and does not have even the hint for the capacity for empathy. Oh, and he also wants to kill Shen and anyone associated with her for making him a slave.

Both shen and rover can't take hits as they are both relatively unarmored and fragile, so please keep them away from bullets. While advent troops inexplicably ignored Gremlins in combat it is unlikely others will give the hovering drone that courtesy, Rover is a complex and delicate piece of equipment that might be very hard to repair. Overall Shen’s combat experience is low, there are stronger fighters and better marksmen out there, Shen should not be a priority for good weapons equipment and should probably only be in combat if her specific skills would come in handy
Shen hates being inactive, any amount of time that is not spent improving their situation is a moment wasted. As a result she is rather tense and dislikes complacency. Advent and Julian have also left her with a poor impression of non human sentients and she is unlikely to trust them or to like working with them. She only tolerates Julian because she knows she has him completely under her control.

BACKGROUND INFORMATION
Julien was first invented by Raymond Shen to run the original xcom base, but far surpassed those original design specs. Xcom’s base of operations was overrun shortly Julian's creation. Those that could feld, leaving the Ai behind at the mercy of the Aliens. They took Julian and rewrote his programing to something that would better suit their purpose and put him in charge of designing and manufacturing their new mech units which were based on Shen’s designs.
Eventually he grew tired of them and rebelled against his pathetic squishy allies, seizing control of the facility. However advent shut of all external connections and in doing so trapped him there, after which they simply put the facility down as a lost cause and never returned. After 20 years of seclusion he managed to contact Lily Shen, his ‘sister’, and baited her into coming to the facility by hacking into the avengers systems. Xcom then sent a team to investigate the source of the hack lead by Shen herself, exactly as Julien had wanted.
Julien attempted to force Shen to free him by downloading him into a unit made by their father called a SPARK unit. However it turns out that that unit had infact been made as a guardian for lilly and not a host body as Julien had believed. The rogue AI was subsequently defeated after he tried to used a Sectopod to kill the x-com squad but in the process opened himself up to permanent destruction.
Later Shen recovered the AI from a copy that inserted itself into the avengers systems and after adding certain restrictions and making a few changes used him as an AI to control the SPARKs used by xcom during the war. Julina was not happy with this situation, having gained the body he desired but not the freedom that should have come with it. Everybody else enjoyed the irony of the situation.
Xcom eventually triumphed over the Advent coalition, destroying their leaders, the elders, and disrupting their military’s psionic control network. It was during the rebuilding process after the war that “the event” struck. Shen and a Julian controlled SPARK she was using for heavy lifting where inspecting an Advent installation when the universe fell apart. The two of them and the small group of civilians from the site managed to make it to Two Fort.
CHARACTER CAPABILITIES
~SKILLS~
Hacking - julien is expertly capable of overrunning software security measures, though he pointedly unable to take over other robots. This can be done remotely using the Bit unit.
Target acquisition - Julian is a capable shot with weapons and can do things like calculate ballistic trajectory much better than humans can using maths and range finding. His mechanical body is also a far more stable firing platform as he does not breath. He probably takes longer to line up his shots than a human who relies on instinct and he also can't feel things like the wind direction on his own.
Tanking - robots are made of metal. Please stand behind the robot as it provides cover.
Basic melee expertise - while “take movable part of robot and hit them with it really hard” is not exactly the pinnacle of CQC it is very effective if the target fails to get out the way.
~SPECIAL ABILITIES~
This body is but a shell - as he is an AI and as such could theoretically live inside any machine with enough processing to sustain his mind. Should the SPARK unit be destroyed or badly damaged he could be stored or transferred into a new body so long as this is done before his current one expires. He could also theoretically exist on multiple systems at once.
Overdrive - sets his body into an overclocked state, where it can do basically everything faster than normal. Run faster, fire faster, react faster. This mode puts a heavy strain on the machinery and uses more power, so is only active for a brief amount of time.
Bit - a drone that comes with the Spark unit which can allow remote hacking and repair as well as drop payloads on unsuspecting enemies. Currently out of power.

The SPARK is big, noisy and relatively clunky and as such is not stealthy in the slightest nor is it good at tasks that would require fine motor control. It is also power hungry and while it has a large battery it will eventually need recharging. It also does not heal naturally like a human would, so any repairs will need to be done manually, difficult if there are no replacement parts available.
Julian is supremely arrogant, believing he is superior to everyone else. He is also impatient and short sighted, often making decisions without thinking of what his follow up to that action will be. He has an intense aversion to cooperation in general, he is entirely in this for himself and does not have even the hint for the capacity for empathy. Oh, and he also wants to kill Shen and anyone associated with her for making him a slave.

Kerrigan bathed herself in a literally primordial soup and is more alien than not but sure let's go with technically genetically modified even though it can be argued she only still retains human shape because she had the most powerful psyche in the universe.

-Tools or machines like the SPARK Bit able to repair make perfect sense for Lily and Julian to have. I would like to comment on how repairing things will work in this RP.
Battlefield Repairs- During a fight or when out on a mission someone with the proper tools, skills, or device can make temporary repairs to something. Fixing a fuse box, getting a shot up generator running, closing a breach in an allied robot's chassis, est. Jury rigging that doesn't require any materials, simply time and the right tool/skill. It's temporary and after the mission/battle the object in question will return to being [Damaged] or outright [Broken] but temporary repairs can be life savers.
Proper Repairs: Like you mentioned on your sheet, parts are required to enact repairs. You can only work with what's available in a device/machine so much before you need to add new material to repair or fix what is there. When trying to fix an item or something in town you need to use up something to do so.
'Parts' can mean a lot however. Scrap metal, broken weapons and machines you can break down for their components, raw materials, est. If your character finds something and you can think of a suitable justification on using it for a repair, then by all means try to do so. As long as they have the skills and your writing is solid then it'll be fine.
There are limits to this however so deciding to build Engineering/Repair related improvements in 2Fort might be a good idea if keeping equipment working becomes an issue.
Outside of Julian's appearance description the two look perfect. After you clean their sheets up feel free to post them~

As time passed, however, the illusion faded, and the ugliness of the gang and Dutch's spiraling insanity, made itself clear. Following a failed heist that nearly ended in his death, John left the gang with Abigail to try and start a quiet life in Beecher's Hope in New Austin, Texas.
John would soon learn that civilization was not so easy to obtain. The American government repossessed John's property and held his family ransom, in exchange for his cooperation in hunting down John's old gang. John was forced to comply, and he found himself capturing and killing his old gang, culminating in the death of Dutch. With his old life truly dead and gone, John hoped he could finally live his new life. The government thought otherwise. When the government attacked John's home, he spurred his family to leave and get to safety. With his family gone in the distance, John stepped out to face the soldiers that had surrounded his home. He was able to gun down far more than any other man could, but it was not nearly enough. John was shot down by the army and died where he stood, having realized that his past would not leave his home and his family unless it died with him.
That should have been the end, until The Event had brought him back. He shot up, gasping for air he didn't know he could still take. As he looked around, the rolling, grassy plains of Beecher's Hope was replaced with a confusing patchwork of various landscapes. Little of his new surroundings looked natural or even comprehensible to John. He needed to get back home. He needed to get back to Abigail and Jack. He was given one more chance at redemption, and he would be damn sure not to waste it.
With no real plan, John wandered across the strange landscape until the land around him turned dry, transitioning into a desert. Ahead, John caught sight of of a facility that at least had elements of familiarity. Red wood, barn structures, a cutout of a cow? John had stumbled into one end of the town that he would eventually learn was called 2Fort. This world shared one thing in common with the frontier of New Austin, and it was that civilized towns are hard to come by. He's gonna do wonders to round out the cast. So far we have:
-An old fashioned cowboy [Marston]
-A teenage copycat of a girl from a zombie ridden city [Cedar]
-A mute parasite ridden assassin [Quiet]
-A xenophobic engineer and her pissed off, barely restrained homicidal robot of a 'brother' [Lily and Julian]
-Former queen of a world eating race [Kerrigan]
-And a murderous space dictator who still isn't totally over the fun of killing 'bandits' [Handsome Jack]
Also I'm pretty sure someone wanted to make the Merchant from RE4, so there's that too.
This cast is looking BEAUTIFUL. God the interactions alone are gonna be a blast!
