It is, but if you have to declare martial law for a few years to make it so your whole country doesn't go extinct due to not enough procreation, its the lesser of two evils. Its an easy fix. Force 8 hour work days, make it a heavily enforced law. Bam, fixed. Thats more or less the cut and dry of it that they gotta do. It only takes about 5 years for people to get used to things. Yay political science. Its like China and the 1 birth per couple law.

... Wow Japan is depressing. up to 16 hour work days, average being 12 hours, 6 days a week. No wonder why they are having population issues and no wonder why the 3DS sells so well over there. Tough to call, pity Friction is dead because she was very definitely the bustiest. Rumiko did use Jessica Nigri and let's be honest, you're not getting much bigger than them! My characters aren't exactly busty but Olivia and Scarlett are lookers while Ruby just has the cute little nerdy girl factor going for her.
