Emulator, definitely not. ROM, questionable. U.S. courts haven't really figured out what ROMs are or how they work and as such, haven't declared them explicitly legal or illegal. The worst they can be counted as is copyright violation, and that's where a lot of gray area lies because a lot falls under Fair Use. Nobody enforces copyright law on ROMs so you'd never encounter the issue anyway, but for the most part, it's kind of up to you to determine if your use falls under the exempt portion of copyright law. But as long as you aren't selling the raw game, you shouldn't have any trouble there.
The site is also asking me to do a whole lot of crap that seems fishy. You sure about that?

^Don't download the extension if this one works. It should have a 1GB 7zip file, but I haven't downloaded it ensure the game is actually in it.

Super Beard Bros. Amazing channel, great commentary. Arguably better dynamic than Danny and Arin and are actually good at video games.
Also The Basement for some friendly commentaries on Nintendo games. They're a newer channel but are growing well enough.
I was only asking because I don't feel like it'd have been that hard to find someone who wants to be there more than Arin seems to.
