Someone with a strong enough Commandment at their disposal can directly block and cancel out the reality bending of another Covenant member with the same Commandment. That is, as long as they're not part of the same generation. That's why Seth and the other Master Scribes can't do it.

While all normal Scribes work simply by layering reality theoretically, Tamerlaine as the Framer can accomplish something much greater--she can directly change reality. She does this by separating parts of dimensions into subsets, and then changing the laws of those subsets, manipulating the very code of reality itself instead of just layering a different arrangement. In the culmination of what we call Realmatic Theory, she keeps both dimensions stable with mechanisms to "translate" everything which moves between the two.

@Techspert This is why the reality grounding bullets you tried using on her wouldn't work--they were grounding reality to reality.
